Book excerpt: This dissertation's three essays explore the effects of climate change on land use changes in the U.S., how future land areas in all major land uses change by projecting land use at the regional scale under two IPCC climate change scenarios. Investigate how and what role should carbon sequestration plays as a mitigation strategy given uncertainty of climate impacts and, estimate how responsive the demand for and the supply of urban land is to changes in its price and how different climatic variables effect both the supply and the demand for urban land. The first essay uses an econometric model to project regional and national landuse changes in the U.S. under two IPCC climate change scenarios. The key driver of land-use change in the model is county-level measures of net returns to five major land uses. The net returns are modified for the IPCC scenarios according to assumed trends in population and income and projections from integrated assessment models of agricultural prices and agricultural and forestry yields. For both scenarios, we project large increases in urban land by the middle of the century, while the largest declines are in cropland area. Significant differences among regions in the projected patterns of land-use change are evident, including an expansion of forests in the Mountain and Plains regions with declines elsewhere. Comparisons to projections with no climate change effects on prices and yields reveal relatively small differences. Thus, our findings suggest that future land use patterns in the U.S. will be shaped largely by urbanization, with climate change having a relatively small influence. The second essay explores the optimal time path of carbon sequestration and carbon abatement in stabilizing CO2 levels under uncertainty of climate impacts. We question the conventional wisdom that carbon sequestration should be used as a near term strategy by recognizing the fact that sequestration, unlike abatement, can actually remove CO2 from the atmosphere. Two related models are examined: a deterministic fixed end point and finite time horizon model and a two-period sequential decision making model. In the latter, uncertainty regard the stabilization level of the atmospheric stock is resolved prior to the decision on how much to control the stock in the second period. Present value costs of abatement and sequestration are minimized subject to two state variables; the level of CO2 stock in the atmosphere and the stock of suitable land that can be converted to forestland. Both models show that carbon sequestration may play an important role in climate change mitigation under certain conditions. In addition, the stochastic model finds that an increase in the variability of climate impacts results in higher rates of abatement today while leaving some sequestration capacity as a safety value for the future. In the third essay, a structural model of the demand for and the supply of urban land is estimated using panel data on 3032 counties in the contiguous U.S for the four time periods 1982, 1987, 1992 and, 1997. A two-step estimation procedure is applied. In the first step, fixed effects and time-varying variables are used to estimate the structural system of demand and supply equations via Two-Stage Least Squares (2SLS) procedure. This yields consistent estimates of the structural equations' parameters. The model is then extended to a hierarchical linear model. The contribution of observed time-invariant variables in explaining counties fixed effects is investigated. Among these variables are climatic and geographical variables that are assumed to affect both the supply and the demand for urban land, though in potentially different ways. Results suggest inelastic supply and demand at the national and regional levels with the exception of an elastic demand in the West region. Examined climatic and geographical variables are found to have significant effects on both the supply of and the demand for urban land.

A model of log markets in western Oregon was employed to examine the impacts of forest policy changes on future carbon stock, harvests, and management activities. A carbon tax program, as a mitigation option for encouraging forest carbon sequestration, would lead to reduced harvest and increased carbon stock in timber inventory. Changes in the level of silvicultural investments vary by owner, depending on the nature of their initial inventory. In general investment under the tax is concentrated in regimes that establish faster growing plantations. Average rotation age increases, varying in extent across ownerships and site qualities. The carbon tax reduces both consumer and producer surpluses in regional timber markets. Producers are compensated by the carbon subsidies, except at low carbon tax levels. Estimates of the marginal cost of sequestering carbon in western Oregon private forests are shown to be within the range of costs for projects considering afforestation alone in some eastern regions of the United States. If the carbon tax system takes into account carbon in forest products and woody residue, the marginal costs of carbon sequestration rise substantially because of the trade-offs between carbon in the timber inventory and in product and residue pools. Raising timber harvest from western Oregon federal timberlands would cause a reduction in regional carbon flux in forests and forest products. Projections of harvests by ownership given a constraint or target for regional carbon flux show that there are significant opportunities for substituting timber harvest and carbon sequestration between federal and non-federal lands in western Oregon. A relatively small reduction in non-federal harvest would offset a substantial loss of carbon flux in federal timberlands. The same carbon flux levels obtained in the carbon target scenarios could be achieved if a carbon offset market were available for all owners including federal agencies. The marginal welfare cost derived from the shadow price of the carbon target constraint is the market price of carbon that could produce the same flux as the constraint. Book excerpt: China has experienced rapid economic growth in the last twenty years, accompanied by large-scale land conversion, severe environmental degradation, and rising carbon dioxide (CO2) emissions. Designing policies for sustainable development requires a comprehensive understanding of the relationship between economic growth, land-use change, carbon sequestration and emissions in China. This dissertation consists of three essays that address several relevant issues from an economic perspective. The first essay presents an empirical analysis to identify the major drivers of land-use change in China for the period 1988-2000 by using highly-disaggregated, national-scale GIS land use data and a state-of-art econometric method. Results indicate that GDP growth and agricultural investment had relatively larger impacts on farmland conversion, while population growth and agricultural investment were more influential in grassland loss. Implications of the results for the design of farmland protection policies are discussed. The second essay examines the relationship between land-use change and soil carbon sequestration in China. Results indicate that farmland and grassland loss, deforestation, and land idleness, driven by GDP growth, accelerated soil carbon runoff. Implementation of the green growth policy could generate up to 0.7-1.1 million Mg SOC and result in 22.2-37.4 million CNY welfare losses annually from 2001 to 2050. The marginal welfare loss is approximately 15.3 yen/Mg (equivalent to $2.25/Mg) for sequestering about 1 million Mg SOC per year. The third essay presents a new method to examine the sources of change in CO2 emissions in China between 1991 and 2006. Results indicate that GDP scale effect accounted for the majority of emission increments. The emission index associated with capital was a dominant contributor to emission abatement. The effects of technical change in production and change in the GDP-composition by sector played positive roles in curtailing emissions.

Book excerpt: To effectively study dynamic processes like forest succession over long time periods one must effectively integrate data collected at many different times, locations and spatial scales. The purpose of this research is to integrate forest inventory data collected by the USDA Forest Service's Forest Inventory and Analysis (FIA) Program with multi-temporal satellite data to better understand early successional forest regrowth patterns and carbon storage in western Oregon forests. To detect and characterize continuous changes in early forest succession however, optical satellite images must first be transformed to a common radiometric scale to minimize sun, sensor, view-angle and atmospheric differences among images. We present a comparison of five atmospheric correction methods used to calibrate a nearly continuous, 20-year Landsat TM/ETM+ image data set (19-images) over western Oregon (path 46 row 29). We found that an automated ordination algorithm called multivariate alteration detection (MAD) (Canty et al., 2004), which statistically locates invariant pixels between a subject and a reference image yielded the most consistent common scale among images. Using the cross-normalized image-series we modeled percent tree cover measurements derived by ground survey and airphoto interpretation to the greater landscape. Developing a series of forest regrowth classes we identified a wide range of successional regrowth pathways 18 years after clearcut harvesting. We observed the propensity for faster regrowth on north facing aspects, shallow slopes and at low elevations. Finally, we utilized two sets of forest inventory data to evaluate a Landsat based curve-fitting model for predicting live forest carbon. At the pixel level, the model tended to over-predict carbon and performed better (i.e., higher correlation, lower RMSE) in the Coast Range ecoregion, likely the result of faster, less variable growth patterns. At the landscape scale, we found that the flux of forest carbon predicted by the curve-fit model was in absolute terms, well within the standard error of the inventory estimates. In the process of evaluating the curve-fit model, we discovered a new method for detecting subtle (i.e., forest to non-forest) land-use shifts with Landsat data. Identifying these types of land-use shifts is critically important to developing a more accurate comprehensive carbon budget from forests. We were also able to identify several potential improvements to estimating live forest carbon with the curve-fitting approach.
