Au Québec, la gestion des risques présente une philosophie de « retour à la normale » qui se penche davantage sur les dimensions d'intervention et de rétablissement. Cependant, à la lumière des incertitudes amenées par les changements climatiques, il est impératif que les communautés québécoises aient les capacités d'augmenter leur résilience face aux risques naturels qui s'accentuent rapidement. Ainsi, la capacité d'adaptation doit se retrouver au cœur de la gestion des risques. Cela dit, il existe peu d'outils d'évaluation de la capacité d'adaptation au Québec, entendue comme l'ensemble des ressources dynamiques disponibles et accessibles qui permettent une augmentation de la résilience et une diminution de la vulnérabilité en transformant positivement une communauté et son environnement. La présente recherche vise ainsi à développer une méthode d'analyse de la capacité d'adaptation des individus et des communautés québécoises touchées par les inondations à l'aide de systèmes d'information géographique (SIG), en utilisant la Ville de Saint-Raymond de Portneuf comme étude de cas. Ce projet se base principalement sur les concepts de vulnérabilité, de résilience et d'adaptation pour recenser des indicateurs pouvant servir à caractériser et évaluer la capacité des personnes et municipalités exposées aux inondations à mobiliser les ressources nécessaires pour non seulement atténuer les risques lors de tels événements, mais aussi mieux les prévenir et s'en préparer. Des données socioéconomiques et d'aménagement du territoire sont notamment mises à profit pour des fins d'analyse de même que des données issues d'un sondage effectué en 2014 à la suite d'une inondation majeure par la CAPSA, l'organisme de bassin versant de la région de Portneuf, en collaboration avec le comité Rivière de la Ville de Saint-Raymond.

Face à ce risque amplifié par le changement climatique, penser les stratégies de gestion est devenu fondamental, particulièrement sur les côtes basses. La perception du risque, notion complexe renvoyant à des aspects cognitifs, sociaux, économiques et environnementaux, constitue un réel apport pour révéler les points de vulnérabilité des populations. Cette thèse porte sur l'analyse de la perception du risque d'inondation de la population de la communauté urbaine de Dunkerque. Sur ce territoire, situé sur une côte basse densément peuplée, urbanisée et historiquement concernée par l'inondation, une large enquête de perception a été menée auprès des habitants et des acteurs de la gestion du risque. Le but étant de mesurer leur perception du risque d'inondation et de mettre en évidence les différents facteurs qui l'influencent. L'enquête a été menée selon une méthodologie se situant à la croisée de plusieurs disciplines (géographie, sociologie, psychosociologie et économie). Les résultats mettent en évidence, dans la population : (1) une perception dissonante du risque d'inondation et une faible préoccupation à son sujet ; (2) des représentations spatiales du risque très différentes des officielles ; (3) l'influence de la perception du risque sur le consentement à payer pour s'en prémunir. Cette thèse fournit un apport pour les sciences cindyniques et la géographie des risques. Elle propose des adaptations pour diminuer la vulnérabilité de ces habitants face aux inondations.

Book excerpt: The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

Climate change is a major global challenge. However, some geographical regions are more severly affected than others. One of these regions is the African continent. Due to a combination of unfavourable socio-economic and meteorological conditions, African countries are particularly vulnerable to climate change and its impacts. The recently released IPCC special report "Global Warming of 1.5o C" outlines the fact that keeping global warming by the level of 1.5o C is possible, but also suggested that an increase by 2o C could lead to crises with crops (agriculture fed by rain could drop by 50% in some African countries by 2020) and livestock production, could damage water supplies and pose an additonal threat to coastal areas. The 5th Assessment Report produced by IPCC predicts that wheat may disappear from Africa by 2080, and that maize— a staple—will fall significantly in southern Africa. Also, arid and semi-arid lands are likely to increase by up to 8%, with severe ramifications for livelihoods, poverty eradication and meeting the SDGs. Pursuing appropriate adaptation strategies is thus vital, in order to address the current and future challenges posed by a changing climate. It is against this background that the "African Handbook of Climate Change Adaptation" is being published. It contains papers prepared by scholars, representatives from social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects in Africa, and working with communities across the African continent. Encompassing over 100 contribtions from across Africa, it is the most comprehensive publication on climate change adaptation in Africa ever produced.
