Available in PDF, EPUB and Kindle. Book excerpt: This authoritative handbook surveys the full breadth and depth of SEA, bringing together a range of international perspectives and insights on the theoretical, methodological and institutional dimensions and practical issues of the field. It then subjects this conventional wisdom to a critical reappraisal, looks at the vast lessons of experience and offers new ideas and interpretations as to where the field is going. The volume is organized into six major sections, beginning with an introduction and overview of the development of the field and a framework for evaluating SEA good practice. Part I comprises a review of SEA frameworks in leading countries (Australia, Canada, New Zealand and the USA), the European Union and developing regions (Africa, Asia, Latin America and Newly Independent States). Part II reviews SEA practice in several major sectors (energy, minerals, transport, water, development assistance and coastal zone management). Part III addresses the linkages between SEA and other comparable tools such as spatial planning and environmental management. Part IV probes key cross-cutting issues in SEA, including how to address cumulative and trans-boundary effects. Part V identifies ways and means of SEA process and capacity development, focusing on how to improve and upgrade the theory and practice of the field. Part VI examines the shift from conventional SEA towards more integrative approaches, drawing on experience and examples from a number of countries. Published with IAIA

Book excerpt: Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

Available in PDF, EPUB and Kindle. Book excerpt: Since the "surge" in Iraq in 2006, counterinsurgency effectively became America's dominant approach for fighting wars. Yet many of the major controversies and debates surrounding counterinsurgency have turned not on military questions but on legal ones: Who can the military attack with drones? Is the occupation of Iraq legitimate? What tradeoffs should the military make between self-protection and civilian casualties? What is the right framework for negotiating with the Taliban? How can we build the rule of law in Afghanistan? The Counterinsurgent's Constitution tackles this wide range of legal issues from the vantage point of counterinsurgency strategy. Ganesh Sitaraman explains why law matters in counterinsurgency: how it operates on the ground and how law and counterinsurgency strategy can be better integrated. Counterinsurgency, Sitaraman notes, focuses on winning over the population, providing essential services, building political and legal institutions, and fostering economic development. So, unlike in conventional war, where law places humanitarian restraints on combat, law and counterinsurgency are well aligned and reinforce one another. Indeed, following the law and building the rule of law is not just the right thing to do, it is strategically beneficial. Moreover, reconciliation with enemies can both help to end the conflict and preserve the possibility of justice for war crimes. Following the rule of law is an important element of success. The first book on law and counterinsurgency strategy, The Counterinsurgent's Constitution seamlessly integrates law and military strategy to illuminate some of the most pressing issues in warfare and the transition from war to peace. Its lessons also apply to conflicts in Libya and other hot-spots in the Middle East.

Book excerpt: Heavy metals can be emitted into environment by both natural and anthropogenic sources, mainly mining and industrial activity. Human exposure occurs through all environmental media. Infants are more susceptible to the adverse effects of exposure. Increasing attention is now being paid to the mental development of children exposed to heavy metals. The purpose of this book is to evaluate the existing knowledge on intellectual impairment in children exposed to heavy metals in their living environment and to identify the research needs in order to obtain a clearer picture of the situation in countries and regions at risk, in which the economy is closely related to metallurgy and heavy metals emission, and to recommend a strategy for human protection. In greater detail the main objectives could be formulated as follows: to review the principal sources of single, and complex mixtures of, heavy metal pollutants in the environment; to identify suitable methodology for chemical analyses in the environment and in humans; to evaluate the existing methods for measuring mental impairment, including their reliability and validity; to recommend a standard testing protocol to be used in future research; to assess the future role of environmental heavy metal pollution in countries and regions at risk and its effects on children’s neurological development; to recommend a prevention strategy for protecting children’s health and development.

Book excerpt: This publication is a product of a new strategic partnership between universities and higher education institutes in Ireland and their counterparts in Malawi, Mozambique, Tanzania and Uganda. Research capacity building is the planned improvement of the capacity and competency of the higher education sector to conduct research that contributes to the alleviation of poverty and to achieving the Millennium Development Goals. In addition to discursive chapters that provide background and context to the field, expert contributors offer their insights into best practice in six thematic areas: research management; research bid writing; research finance; human resources; postgraduate research; and ICT in research capacity building. Models for the conduct of practical workshops on those themes are included and additional electronic resources are provided by the accompanying CD.

Book excerpt: "The Transformation of Capacity in International Development" exposes the transformation of capacity within the development discourse through a discursive analysis of USAID projects in Afghanistan and Pakistan between 1977 and 2017. As development agendas increasingly call for human rights approaches to development and the foreign policies of donor states sound alarms over global security threats, capacity development has emerged as the solution to the complex problem of development. Through this examination of USAID’s attempts to build capacity in Afghanistan and Pakistan, the book exposes how Western notions of progress, constructed by institutions, government offcials, scholars and private sector actors, are obscured by the transformation of capacity. As agendas are translated into projects, they perpetuate historical relationships of global inequality that have corrupted and compete with indigenous models of governance. The Transformation of Capacity in International Development has implications for those considering the future of human rights–based approaches to development, the international management of global security threats and the sustainability of donor investments.
