Book excerpt: Concerns the readiness of the Governor's Office of Emergency Services (OES) and the CA Nat. Guard (NG) to respond to terrorist events in CA. Although both agencies have developed plans that adequately guide their response to terrorist events, OES has not included a prevention element in the State's terrorism response plan. Also, OES does not always identify the critical training that staff in the operations centers need to effectively complete their duties, nor does it regularly develop and administer state-level terrorism readiness exercises with other state and local agencies as required by the terrorism response plan. Also, the NG has not provided all of the training its staff in its Joint Operations Center needs to adequately respond to terrorism mission.

Available in PDF, EPUB and Kindle. Book excerpt: The Metropolitan Medical Response System (MMRS) program of the U. S. Department of Health and Human Services (DHHS) provides funds to major U. S. cities to help them develop plans for coping with the health and medical consequences of a terrorist attack with chemical, biological, or radiological (CBR) agents. DHHS asked the Institute of Medicine (IOM) to assist in assessing the effectiveness of the MMRS program by developing appropriate evaluation methods, tools, and processes to assess both its own management of the program and local preparedness in the cities that have participated in the program. This book provides the managers of the MMRS program and others concerned about local capabilities to cope with CBR terrorism with three evaluation tools and a three-part assessment method. The tools are a questionnaire survey eliciting feedback about the management of the MMRS program, a table of preparedness indicators for 23 essential response capabilities, and a set of three scenarios and related questions for group discussion. The assessment method described integrates document inspection, a site visit by a team of expert peer reviewers, and observations at community exercises and drills.

Book excerpt: A comprehensive guide to understanding, assessing, and responding to terrorism in this modern age This book provides readers with a thorough understanding of the types of attacks that may be perpetrated, and how to identify potential targets, conduct a meaningful vulnerability analysis, and apply protective measures to secure personnel and facilities. The new edition of Understanding, Assessing, and Responding to Terrorism updates existing material and includes several new topics that have emerged, including information on new international terrorist groups as well as a new chapter on Regulations and Standards. A vulnerability analysis methodology, consisting of several steps—which include the techniques necessary to conduct a vulnerability analysis—is introduced and applied through several sample scenarios. By using easily customized templates for the screening process, valuation of a critical asset as a target, vulnerability analysis, security procedures, emergency response procedures, and training programs, the book offers a practical step-by-step process to help reduce risk. Each different type of terrorism is briefly discussed—however, the book focuses on those potential attacks that may involve weapons of mass destruction. There is a discussion of what physical and administrative enhancements can be implemented to improve a facility's ability to devalue, detect, deter, deny, delay, defend, respond, and recover to a real or threatened terrorist attack—whether it be at a facility, or in the community. Techniques on how personnel safety and security can be improved through the implementation of counter-terrorism programs are also outlined. An overview of the major counter-terrorism regulations and standards are presented, along with the significant governmental efforts that have been implemented to help prevent terrorist attacks and foster preparedness at both private and public sector facilities and for personnel. Understanding, Assessing, and Responding to Terrorism, Second Edition: Updates existing material, plus includes several new topics that have emerged including information on new international terrorist groups, new terrorist tactics, cyber terrorism, and Regulations and Standards Outlines techniques for improving facility and personnel safety and security through the implementation of counter-terrorism programs Unites the emergency response/public sector community with the private sector over infrastructure protection, thus allowing for easier communication between them Includes questions/exercises at the end of each chapter and a solutions manual to facilitate its use as a textbook Understanding, Assessing, and Responding to Terrorism, Second Edition is a must-have reference for private and public sector risk managers, safety engineers, security professionals, facility managers, emergency responders, and others charged with protecting facilities and personnel from all types of hazards (accidental, intentional, and natural).

They also brought the phenomenon known as terrorism to the forefront of the nation's consciousness. As it became thus focused, the limits of scientific understanding of terrorism and the capacity to develop policies to deal with it became even more evident. The objective of this report is to bring behavioral and social science perspectives to bear on the nature, determinants, and domestic responses to contemporary terrorism as a way of making theoretical and practical knowledge more adequate to the task. It also identifies areas of research priorities for the behavioral and social sciences.

Book excerpt: The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. These events and continued threats of terrorism have raised questions about the impact on the psychological health of the nation and how well the public health infrastructure is able to meet the psychological needs that will likely result. Preparing for the Psychological Consequences of Terrorism highlights some of the critical issues in responding to the psychological needs that result from terrorism and provides possible options for intervention. The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.

This book was released on 2001 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: In policy and practice, FEMA has generally addressed the key lessons learned from its experience in coordinating federal consequence management activities after the Oklahoma City bombing. In analyzing the lessons learned after the bombing, FEMA identified three major actions that needed to be taken: (1) create guidance to facilitate agencies' coordinated response to terrorist events, (2) ensure that state and local emergency plans terrorism, the Federal Response Plan, and (3) establish an adequate number of emergency response teams to deal with mass casualties. Improvements in these areas have been made across the board. FEMA has updated the Federal Response Plan to address how federal agencies, states, and localities would work together to respond to an act of terrorism, and states are increasingly modeling their emergency operations plans on the federal plan. Also, the number of teams available for emergency response to deal with mass casualties has doubled since 1995. In response to a PDD 39 requirement and to ensure that states are prepared to respond to a terrorist incident, FEMA assessed states' capabilities for consequence management in 1995 and set up a system to continue monitoring those capabilities. In 1997, FEMA reported to the Congress and to the President that the states had the basic capabilities to respond to disasters but were not well prepared for a terrorist incident involving a weapon of mass destruction. The agency has also expanded terrorism preparedness training grants and systematically incorporated terrorism preparedness courses into its emergency management curriculum. On the federal level, FEMA coordinates extensively with other involved agencies on key, national-level terrorism preparedness guidance and policy documents and on activities, as required by PDDs 39 and 62. The agency also participates in numerous operations and special events designed to enhance the security of domestic events.
