Available in PDF, EPUB and Kindle. Book excerpt: The pattern revealed is one of deliberate ambiguity. On some issues and in some forums, Canada has acted vigorously to promote human rights internationally, as in the United Nations Human Rights Commission, the United Nations Committee on Human Rights, and the Conference on Security and Cooperation in Europe. Canada has been much less forceful about human rights in dealings with the International Labour Organization and has almost completely ignored this issue as it relates to international financial institutions. Canada has been outspoken about the violation of rights in countries ruled by communist regimes, while hesitation and ambiguity are a feature of Canadian policies toward South Africa and Central America, as well as in lending policies to international financial institutions, Canadian development assistance, and Canadian arms sales. Each of these areas is examined in Human Rights in Canadian Foreign Policy. Canada is most vigorous on issues of human rights when the rights in question are civil and political rather than economic and social, and when the offending regime is under Soviet rather than American influence. The contributors include: Frances Arbour, Victoria Berry, John W. Foster, Rhoda E. Howard, Kalmen Kaplansky, T.A. Keenleyside, Allen McChesney, Ronald Manzer, Robert O. Matthews, Stefania Szlek Miller, Cathal J. Nolan, Kim Richard Nossal, Cranford Pratt, Renate Pratt, Ernie Regehr, and H. Gordon Skilling.

Book excerpt: In our globalized era it has become impossible to deal effectively with constitutional law and related subjects such as fundamental rights, administrative law and political science without knowledge of foreign systems. A wealth of literature is available on practically all constitutional systems and the intricacies of their application. This, however, presents the constitutionalist with a formidable problem: Which foreign systems should I explore in order to make relevant comparisons, and how should I go about it? This book addresses the core problems of comparability and appropriate comparative methodology in the realm of contemporary constitutionalism. The outcome is, however, not mere theorizing. Most of the text is devoted to an incisive application of the chosen comparative method to four geographically, historically, and culturally divergent, but thoroughly comparable, constitutional systems. In the course of the comparative exercise, contemporary constitutional dogma and constitutional mechanics are analyzed and explained, in many instances in their historical contexts, making the book itself a useful source of comparative and historical information.

Book excerpt: This analysis sketches the historical record of Canadian policy toward South Africa. It outlines some of the controversies and speculates about the functions and background of a surprisingly activist policy by a conservative government. It probes the competing political forces in the ongoing South African transition, assesses the prospect of democratic success or failure and describes the ambiguous impact of Canadian efforts on the recipients in the white and black communities. It also reflects on possible changes, new foci, or even withdrawal of Canadian involvement from the Southern Africa region of the post-apartheid era.

Book excerpt: In 1975, Indonesian forces overran East Timor, which had just declared independence from Portugal. The occupation lasted twenty-four years. Challenge the Strong Wind recounts the evolution of Canadian government policy toward East Timor during that period. Canada initially followed key allies in endorsing Indonesian rule, but Canadian civil society groups promoted an alternative foreign policy that focused on self-determination and human rights. Ottawa eventually yielded to pressure from these NGOs and pushed like-minded countries to join it in supporting Timorese self-determination. David Webster draws on untapped government and non-government archival sources, demonstrating that a clear-eyed view of international history must include both state and non-state perspectives.
