This book was released on 1998 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first section of this report identifies and discusses the range of policies that governments can implement to directly or indirectly influence inward foreign direct investment (FDI), as well as the behaviour of multinational companies in the host market. The following section sets out public policy criteria against which to evaluate the consequences of Canadian government policies toward inward FDI. The next section reviews the determinants of inward FDI, drawing upon the existing economic and international business literature. The subsequent two sections contain a broad overview of inward FDI patterns to Canada over the post-war period, with preliminary inferences about the influence of public policies on inward FDI flows, and discuss significant policy initiatives directed at influencing either the quantity of quality of inward FDI. These include the Foreign Investment Review Act, the Investment Canada Act, and the North American Free Trade Agreement. This is followed by a section that identifies Canadian government policies directed at restricting inward FDI at the sectoral level (financial services, oil and gas, communications). Welfare economics arguments for and against sectoral foreign ownership restrictions are considered. Original economic models of FDI for Canada are then discussed and case studies are presented of the consequences of foreign ownership and the impacts of foreign ownership policies on the three sectors mentioned above. The final section concludes the report with a summary and a set of policy recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: The publication contains an explanation of Most Favored Nation (MFN) treatment and some of the key issues that arise in its negotiation, particularly the scope and application of MFN treatment to the liberalization and protection of foreign investors in recent treaty practice. The paper provides policy options as regards the traditional application of MFN treatment and identifies reactions by States to the unexpected broad use of MFN treatment, and provides several drafting options, such as specifying or narrowing down the scope of application of MFN treatment to certain types of activities, clarifying the nature of "treatment" under the IIA, clarifying the comparison that an arbitral tribunal needs to undertake as well as a qualification of the comparison "in like circumstances" or excluding its use in investor-State cases.

Book excerpt: The University of Michigan Press is pleased to announce the first volume in an annual series, The World Trade Forum. The Forum's members include scholars, lawyers, and government and business practitioners working in the area of international trade, law, and policy. They meet annually and discuss integration issues in international economic relations, focusing on a new theme each year. The central topic of the first World Trade Forum is state trading. To what extent has trade liberalization, as we have experienced it over the last fifty years, affected property ownership? Contributors to the 1998 World Trade Forum explore this question, examining both state practice and the regulatory framework. Their discussions are divided into three parts: Part 1 looks at the World Trade Organization's legal framework for state trading enterprises, taking on such issues as monopolies and state enterprises, the WTO Antidumping Agreement and the economies in transition, and relationship of state trading and the Government Purchasing Act. Part 2 deals with regional experiences in state trading (for the EC, United States, Canada, Japan, China, and Russia). Part 3 examines conceptual issues such as auctions as a trade policy instrument and rule-making alternatives for entities with exclusive rights. The conclusion synthesizes the foregoing chapters in discussing the reach of modern international trade law. Contributors are Frederick Abbott, Ichiro Araki, Christian Bach, Jacques H. J. Bourgeois, Thomas Cottier, William J. Davey, Vladimir Dbrentsov, Toni Haniotis, Bernard M. Hoekman, Gary Horlick, Henrik Horn, Robert Howse, Patrick Low, Will Martin, Mitsuo Matsushita, Petros Mavroidis, Aaditya Mattoo, Patrick Messerlin, Constantine Michalopoulos, Kristin Heim Mowry, Stilpon Nestor, Damien Neven, N. David Palmeter, Ernst-Ulrich Petersmann, André Sapir, Diane P. Wood, and Werner Zdouc. Petros Mavroidis is Professor of Law, University of Neuchatel. Thomas Cottier is Professor of Law, Institute of European and International Economic Law, University of Bern Law School.

Available in PDF, EPUB and Kindle. Book excerpt: InContinentalizing Canadian TelecommunicationsVanda Rideout examines active political resistance to the radical, neo-liberal transformation of Canadian telecommunications that has been orchestrated by the federal government, big business, and their powerful lobbyists over the last two decades. Rideout focuses on the protection of the public interest, a crucial element neglected by most recent studies, and shows that although alliances have been formed between labour, consumers, and public interest activists, significant disagreements over issues such as free trade, long distance and local competition, and a targeted subsidy program for very low-income Canadians have meant that this united front has not been able to counter the forces of the new neo-liberal telecommunication policy regime.Continentalizing Canadian Telecommunicationsdetails the complex relationships between the various corporate and government interests, shows how the changes they brought about have locked Canada's telecommunications system into the orbit of the US system, and discusses the implications this has for Canadians.

Available in PDF, EPUB and Kindle. Book excerpt: The increasing globalization of production and the conservative agenda for market-led growth are dramatically affecting the life of the average Canadian and the choices made by social and economic policy makers. As Daniel Drache, Meric Gertler, and the contributing authors show, the worldwide reorganization of markets poses new challenges for domestic industry while continental trade initiatives threaten the livelihood of Canadian workers and the stability of communities across all regions of the country. Environmental quality is similarly at risk from development strategies driven more by possibilities of short-term gain from export sales than by attempts to promote long-term sustainability.

Book excerpt: How Canadians Communicate, Vol. 1 is a timely collection that chronicles the extraordinary changes that are shaking the foundations of Canada's cultural and communications industries in the twenty-first century. With essays from some of Canada's foremost media scholars, this book discusses the major trends and developments that have taken place in government policy, corporate strategies, creative communities, and various communication mediums: newspapers, films, cellular and palm technology, the Internet, libraries, TV, music, and book publishing. This volume addresses many issues unique to Canada in a broader framework of global communications. Specifically, it looks at new media communications in Aboriginal communities, the changing role of the state in cultural institutions, the conglomeratization of the media, the threat of American and global communications to Canadian voices, and the struggle to retain and reclaim local and national identities in the face of globalization. With articles from academics and professionals across Canada, How Canadians Communicate, Vol.1 provides the most current perspectives on communication in Canada in a rapidly changing world of technology and global communication.
