Book excerpt: In this systematic investigation of how central executives in western Canadian provinces actually function, Christopher Dunn describes the evolution of cabinet decision making from a relatively uncoordinated structure into the institutionalized (or structured) cabinet of the postwar era. Dunn investigates the factors that led to the initiation and persistence of institutionalized cabinets in the governments of T.C. Douglas in Saskatchewan, Duff Roblin and Walter Weir in Manitoba, and W.R. Bennett in British Columbia. He describes the transition from unaided central executive structures to those that are more structured, collegial, and prone to emphasize planning and coordination. He also examines how the premier's role has expanded from simply choosing cabinets to reorganizing their structure and decision-making processes. The institutionalization of provincial cabinets has had major effects on both political actors and functions in the three provinces studied. Dunn shows that cabinet structure has changed, and been changed by, power relations within the cabinet.

Book excerpt: A fresh perspective on the role of democratic socialist ideology in Canadian politics emerges from this study of the first NDP government of Manitoba (1969-77). The policies and performance of the administration headed by Edward Schreyer are evaluated in the light of what might be expected of a social democratic party in office. Measured by such criteria as the redistribution of wealth, the growth of public ownership, the extension of government planning, and public participation in decision making, the achievements of the Schreyer government fell short of the expectations of its supporters and the good intentions of socialist ideology. Just as significant as the lack of substantive change in these areas was the marginality of the programs and policy changes that were introduced. Reasons for the failure to create a new society in Manitoba are found in the evolution of the CCF-NDP, the organization of the provincial party, the make-up of caucus and cabinet, and the social basis of support for the NDP - so diffuse that electoral success depended largely on the popularity of the party leader. But the dilemma of the NDP government was essentially that of any democratic socialist movement confronted by the near-impossibility of radically altering a society dominated by capitalist economic institutions while adhering to the norms of parliamentary democracy. In addition to providing insight into an important and hitherto unstudied period in provincial politics.

This book was written with the desire to improve the level of informed debate, and lead to constructive action. It aims to provide readers with a coherent explanation of alcohol misuse among indigenous peoples in Australia, New Zealand and Canada. The extensive health, economic, social and cultural consequences of misuse are described in the words of the indigenous people themselves. The book found that patterns of indigenous alcohol consumption could not be understood in isolation from the impact of European colonialism and its continuing consequences. Its authors argue that our understanding of alcohol misuse needs to be reconceptualised and structural inequalities addressed.
