Book excerpt: The Canadian National Railway's under-utilized storage & transfer yards abutting Main Street South (the CN East Yards) in downtown Winnipeg have been the object of various redevelopment plans since the mid-1960s. The aims of this report are to identify the fundamental economic & political forces that have impacted the CN East Yards, and to propose an optimum conceptual plan for the future upgrading of the site. The report begins with a brief history of the site, an inventory of existing land uses & structures on the site, and a physical description of the site (topography, functional areas, physical barriers). It then describes recent development proposals since 1973 and evaluates their merits & deficiencies; reviews the political & jurisdictional conflicts that have retarded redevelopment of the site; and suggests ways & means of addressing those conflicts. Finally, it presents a conceptual plan for the site derived from recurring aspects of previous schemes felt to have lasting merit; suggestions of knowledgeable authorities who have dealt with the issues in the past; and the authors' own imaginations & training, screened with city planning instructors & practitioners. Aspects of the planned redevelopment include a trolley shuttle, an all-weather farmers' market, a railroad museum, replacement of a bridge, a riverbank promenade, a park, pedestrian malls, a marina, hotel, offices, retail stores, apartments, and a landscaped parkway. A partial cost estimate and implementation schedule are also provided.
