Book excerpt: Master's Thesis from the year 2011 in the subject Politics - Topic: Development Politics, grade: 1,7, University of Duisburg-Essen, course: Politikwissenschaften - Internationale Beziehungen und Entwicklungspolitik, language: English, abstract: The ambition of this thesis is to investigate the significance of gender issues for reforming the security sector. Further on it will be analyzed which gender-strategies are crucial for police reform and to which extent gender-sensitive police reform (GSPR) can contribute to a reduction of violence against women. The case study shall examine to which extent gender issues were integrated in GSPR in Sierra Leone. Based on these findings, this analysis will develop recommendations how gender can be integrated successfully into security sector reform. The theoretical part of this paper illustrates the concept of security sector reform and its meaning for peace-building and development. In addition, relevant dimensions and actors are introduced combined with the exemplification of influencing factors and potential obstacles. Afterwards the concept of gender is discussed, including its relevance for development cooperation as well as a description of gender-based violence and its consequences. The theoretical part concludes by merging these two concepts and illustrates the relevance and strategies of gender-sensitive police reform. The second part of this analysis focuses on gender and police reform in Sierra Leone. This chapter begins with a brief description of the civil war in Sierra Leone as well as the prevalence of gender-based violence. Afterwards the chapter analyses to which extent gender-sensitive strategies were integrated in police reform. The paper concludes with recommendations for further gender-sensitive strategies in the security sector and argues if effective police reform can reduce the emergence of gender-based violence.

Book excerpt: The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Available in PDF, EPUB and Kindle. Book excerpt: There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

Book excerpt: There has now been more than a decade of conceptual work, policy development, and operational activity in the field of security sector reform (SSR). To what extent has its original aim, to support and facilitate development, been met? The various contributions to this book address this question, offering a range of insights on the theoretical and practical relevance of the security-development nexus in SSR. They examine claims of how and whether SSR effectively contributes to achieving both security and development objectives. In particular, the analyses presented in the book provide a salutary lesson that development and security communities need to take each other's concerns into account when planning, implementing, and evaluating their activities. The book offers academics, policy-makers, and practitioners within the development and security communities relevant lessons, suggestions, and practical advice for approaching SSR as an instrument that serves both security and development objectives. Book excerpt: The authors explore the definition of Security sector reform (SSR) as it has emerged in the international community. The makeup of the security sector is examined, principles are identified for implementing SSR, and outcomes SSR is intended to produce are specified. Supporting case studies assess specific SSR programs. The authors conclude that those conducting SSR programs must understand and continually revisit the policy goals of SSR programs so as to develop concepts that support a transitional process that moves forward over time. State actors must acknowledge and often accommodate nonstate security actors more effectively in SSR planning and implementation, while recognizing both the advantages and the risks of collaborating with such actors. The authors also note the need for more flexible and better integrated funding processes. (Originally published by the Strategic Studies Institute.)

Book excerpt: Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.

This book was released on 2021-05-27 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Security Sector Reform (SSR) Paper offers a universal and analytical perspective on the linkages between Security Sector Governance (SSG)/SSR (SSG/R) and Sustainable Development Goal-16 (SDG-16), focusing on conflict and post-conflict settings as well as transitional and consolidated democracies. Against the background of development and security literatures traditionally maintaining separate and compartmentalized presence in both academic and policymaking circles, it maintains that the contemporary security- and development-related challenges are inextricably linked, requiring effective measures with an accurate understanding of the nature of these challenges. In that sense, SDG-16 is surely a good step in the right direction. After comparing and contrasting SSG/R and SDG-16, this SSR Paper argues that human security lies at the heart of the nexus between the 2030 Agenda of the United Nations (UN) and SSG/R. To do so, it first provides a brief overview of the scholarly and policymaking literature on the development-security nexus to set the background for the adoption of The Agenda 2030. Next, it reviews the literature on SSG/R and SDGs, and how each concept evolved over time. It then identifies the puzzle this study seeks to address by comparing and contrasting SSG/R with SDG-16. After making a case that human security lies at the heart of the nexus between the UN’s 2030 Agenda and SSG/R, this book analyses the strengths and weaknesses of human security as a bridge between SSG/R and SDG-16 and makes policy recommendations on how SSG/R, bolstered by human security, may help achieve better results on the SDG-16 targets. It specifically emphasizes the importance of transparency, oversight, and accountability on the one hand, and participative approach and local ownership on the other. It concludes by arguing that a simultaneous emphasis on security and development is sorely needed for addressing the issues under the purview of SDG-16.

Available in PDF, EPUB and Kindle. Book excerpt: The war in Iraq in spring 2003 was a further indication of the "resecuritization" of international relations triggered by the terrorist attacks of September 11, 2001. However, the new (or renewed) primacy of security will be of a rather different nature as compared to the Cold War period. The underlying assumption of the essays in this volume is that security issues will increasingly be approached from a governance perspective and that, in this context, the internal dimension of security governance--security sector governance--is an issue whose rapidly growing importance has not yet been duly recognized. Heiner Hnggi is assistant director of the Geneva Centre for the Democratic Control of Armed Forces. Theodor H. Winkler is director of the Geneva Centre for the Democratic Control of Armed Forces.
