It has often been argued, however, that this conclusion is misleading as it neglects the role of expectations of future policy: if the fiscal consolidation is read by the private sector as a signal that the share of government spending in GDP is being permanently reduced, households will revise upwards their estimate of their permanent income, and will raise current and planned consumption. Only the empirical evidence can sort out which of these two contending views about fiscal policy is more appropriate -- i.e how often the contractionary effect of a fiscal consolidation prevails on its expansionary expectational effect. This paper brings new evidence to bear on this issue drawing on the European exercise in fiscal rectitude of the 1980s, and focusing, in particulars on its two most extreme cases -- Denmark and Ireland. We find that at least in the experience of these two countries the expectations' view has a serious claim to empirical relevance.

Book excerpt: The NEER Immigration, Trade, and Labor Markets Data Files were developed from public data sources to facilitate industry-based and area-based research on the effects of international trade and immigration on labor markets in the United States. The industry data files contain shipments, a shipments deflator, value added, employment, payroll, hours, real capital stock, imports, exports, unionization, and immigrant ratios for 450 four-digit (1972 Standard Industrial Classification) manufacturing industries. The primary source of the industry production and factor use data is the Annual Survey of Manufactures. The primary source of the international trade data is the defunct BLS Trade Monitoring System (1972 to 1981). which was extended to earlier and later years using U.S. Commodity Exports and Imports as Related to Output, U.S. Department of Commerce Official Statistics, and the Annual Survey of Manufactures. The primary source of the unionization data is the Current Population Survey (1973 to 1984), which cannot be extended to earlier years. The primary source of the immigrant ratio data is the Census of Population (1960, 1970, and 1980). The area data files contain information on immigrants in the work force by state and major SMSA from the Census of Population 1970 and 1980. The data are available fro. the author on floppy disk (Stata or ASCII format), computer tape (SAS format) or by electronic mail.

Book excerpt: At the height of the Great Depression a number of leading U.S. economists advanced a proposal for monetary reform that became known as the Chicago Plan. It envisaged the separation of the monetary and credit functions of the banking system, by requiring 100% reserve backing for deposits. Irving Fisher (1936) claimed the following advantages for this plan: (1) Much better control of a major source of business cycle fluctuations, sudden increases and contractions of bank credit and of the supply of bank-created money. (2) Complete elimination of bank runs. (3) Dramatic reduction of the (net) public debt. (4) Dramatic reduction of private debt, as money creation no longer requires simultaneous debt creation. We study these claims by embedding a comprehensive and carefully calibrated model of the banking system in a DSGE model of the U.S. economy. We find support for all four of Fisher's claims. Furthermore, output gains approach 10 percent, and steady state inflation can drop to zero without posing problems for the conduct of monetary policy.
