Book excerpt: This paper makes an attempt at testing the external validity of corruption experiments by moving from the lab in a developed country, to where it matters the most, the field in a developing country. In our experiment a candidate proposes a bribe to a grader in order to obtain a better grade. We find the direction and the magnitude of most treatment effects to be statistically indistinguishable between the lab and the field. In particular, increasing the graders' wage reduces in both environments the probability to accept the bribe. Finally, we identify several micro-determinants of corruption (age, religiousness, ability).

Corrupt acts are subject to decision making authority and assets available for grabbing. These assets can be stolen, created by artificial shortage, or become available as the result of a market failure. Assets that are especially exposed to corruption include profits from the private sector, revenues from the export of natural resources, aid and loans, and the proceeds of crime. Whether or not opportunities for corruption are exploited depends on the individuals involved, the institution or society they are part of, and the law enforcement circumstances. Corruption usually persists in situations in which players are aware of the facts but nonetheless condone the practice. Absence of reaction can result from information asymmetries (in which the people who are supposed to act are not aware of the need to act), coordination failure, patronage-determined loyalty, and incentive problems at the political level. This review of results and insights from different parts of the scholarly literature on corruption focuses on areas where research can guide anticorruption policy. The report also describes a number of corruption-related challenges in need of more attention from researchers.

Book excerpt: Two decades of empirical evaluation have shown that corruption has a negative impact on economic growth, political stability, judicial effectiveness, democratization, educational attainment, and equality of income. However, corruption exists, persists, and varies significantly by culture. Lab studies have recently come to the forefront in identifying both the incentives and disincentives for corrupt behavior. However, lab studies on culture and corruption have led to some puzzling, contradictory results. This paper begins with a discussion of non-experimental work in this area, and evaluates the experimental findings in the context of earlier research. The authors sketch out the channels through which culture interacts with corruption (through institutions and social norms), and argue that discrepancies in experimental results may be due to differences in design (including repetition or unobserved variation in beliefs) or to differences in the response to punishment across societies. In addition to exploring design-based reasons for previous contradictory findings, avenues for future research include: behavioral responses to different types of externalities; replicating results in different countries; and utilizing the lab to formulate effective anti-corruption measures.

Results show how Tone from the Top influences moral and social motivations, which in turn steer the decision of managers whether to engage in corruption. On the basis of these new insights on corrupt decision-making in companies and the influence of Tone from the Top, this book provides practical recommendations on how anti-corruption programmes can be designed to become more effective.
