Book excerpt: This paper discusses Cameroon’s Fourth Review Under the Extended Credit Facility Arrangement and Requests for Waivers of Nonobservance of Performance Criteria and Modification of Performance Criteria. Growth is estimated to have rebounded to 4 percent in 2018, supported by stronger-than-anticipated oil and gas production and Africa Cup of Nations projects. Program implementation has improved from a year ago, however, challenges remain. Refraining from new nonconcessional borrowing and strictly adhering to the disbursement plan for contracted-but-undisbursed loans are essential to preserving debt sustainability. Further project prioritization and enhanced investment efficiency will help address developmental needs while supporting prudent debt management. Cameroon’s program continues to be supported by the implementation of supportive policies and reforms by the regional institutions in the areas of foreign exchange regulations and monetary policy framework and to support an increase in regional net foreign assets, which are critical to the program’s success.

Available in PDF, EPUB and Kindle. Book excerpt: Corruption is attracting a lot of attention around the world. The paper surveys and discusses issues related to the causes, consequences, and scope of corruption and possible corrective actions. It emphasizes the costs of corruption in terms of economic growth. It also emphasizes that the fight against corruption may not be cheap and cannot be independent from the reform of the state. If certain reforms are not made, corruption is likely to continue to be a problem regardless of actions directly aimed at curtailing it.

Book excerpt: "Based on research in the region, satellite imagery analysis and video analysis, this report found that both government forces and armed separatists have abused civilians in the western part of the country, displacing over 180,000 people since December 2017. Anglophone separatists have extorted, kidnapped and killed civilians, and prevented children from going to school. In response to protests and violence by armed separatists, government forces have killed civilians, used excessive force against demonstrators, tortured and mistreated suspected separatists and detainees, and burned hundreds of homes in several villages."--Publisher website, viewed August 14, 2018.

Book excerpt: This paper assesses Cameroon’s Second Review Under the Poverty Reduction and Growth Facility (PRGF) Arrangement and a Request for a Waiver of Performance Criterion. Cameroon’s good record of macroeconomic performance continued during the first annual program (October 2000–September 2001) under the new three-year PRGF arrangement. The structural reform process progressed further—albeit at a slow pace. Progress in implementing structural reforms slowed during the second half of the first annual program. The pace of economic activity was broadly in line with the envisaged real GDP growth of 5.3 percent.

In our school textbooks and university courses, there is hardly an emphasis on local contents mastery. This has had implications for the articulation of grassroots research and local contents. Cameroon: Historical Perspectives on Borders, Conflicts, Peace and Governance is an authoritative volume which draws its place in Cameroons historiography from the originality of the historical evidence presented and from the subaltern perspectives adopted. The book, in the majority speaks to local history. It not only draws on local contents but captures the role of local agents and phenomena in historical causation. Topics include land and boundary/border conflicts, indigenous conflict resolution, local players in historical construction, peace building, national questions and identity issues. University lecturers, teachers, researchers and Postgraduate students would find the contents most illuminating while those preparing to undertake research would find it very inspirational.

Available in PDF, EPUB and Kindle. Book excerpt: Governance and corruption issues have taken the center stage in international discussions, especially after the adoption by the IMF in 2018 of a new framework for engagement on governance and corruption. Sound institutions that guarantee integrity in the management of public affairs are critical on the path toward higher and more inclusive growth. Corruption undermines the quality of institutions, weakens the effectiveness of government programs, and compromises social trust in government policies. Indeed, countries around the world that improved their governance systems are reaping a “governance dividend,” and governance-enhancing reformist countries in sub-Saharan Africa include Botswana, Rwanda, and Seychelles. In addition, Liberia, Sierra Leone, and Angola demonstrate that important reforms are possible, including in fragile environments. The importance of good governance has acquired even more importance as countries try to introduce policies to fight the ongoing COVID-19 pandemic. Special attention to governance in an emergency context, including situations associated with conflict, other health crises and natural disasters, is therefore essential. Innovation and new technologies are critical instruments that policymakers can use in their efforts to improve governance and transparency.
