They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.

Abstract: Only a few research papers study the pursuit of multiple degrees in Cambodian higher education context; today, it is a popular trend for students to pursue more than one degree upon when of their high school diploma or associate degree (Walker, 2012). However, taking more than one degree in Cambodian higher education raises the question of whether or not it offers a successful academic option for students. This study investigates the factors that influence students' decisions to take more than one degree. The study also examines the challenges that students have encountered during their academic life. Last, the view of students toward the multiple degrees is explored. A qualitative research methodology is adopted in order to answer these questions and analyze the phenomenon. Questionnaires and semi-structured interviews are the two main tools used in this study. The study has found that there are many reasons why students decide to take more than one degree. Among them, the wish to broaden knowledge, increase job opportunities, academic interest, gaining knowledge that is complementary to the first degree, and the clarification of academic interests and future goals are the main reasons behind taking the multiple degrees today. However, most students have struggled with issues such as time management, health condition, and financial problem during their academic studies. Moreover, the study illustrates that the majority of students are satisfied with taking multiple degrees, while only the minority of students are not satisfied with the multiple degrees due primarily to low levels of concentration on lessons, repeating the same courses between the different degrees and taking on large workloads. In the meantime, education, especially higher education, plays a very significant role in promoting citizenship and civic activism. This study tries to identify the levels of civic engagement among students at the Royal University of Phnom Penh and to investigate whether higher education has any significant part in fostering civic engagement among the students. To this end, 200 senior students at the Royal University of Phnom Penh, Cambodia's oldest and largest public university, were surveyed. In the questionnaire, three main categories of civic engagement were used: (a) civic activities, (b) electoral activities and (c) activities for political voice. Results indicate that the students were engaged in only a few activities, but not many others. However, based on the results, the students showed high perceptions about civic activities and high attentiveness to politics and government. What is interesting, however, is that (higher) education and family-two fundamental social institutions-seem to have no significant roles to play in building civically engaged citizens. The findings appear to reflect the current socio-political developments in Cambodia. The study concludes that Cambodia's historical context and current social, economic and political situations provide a strong basis for the results of the study.

Book excerpt: In 1993, the United Nations sponsored national elections in Cambodia, signaling the international community's commitment to the rehabilitation and reconstruction of what was, by any measure, a shattered and torn society. Cambodia's economy was stagnant. The education system was in complete disarray: Students had neither pens nor books, teachers were poorly trained, and classrooms were literally crumbling. Few of the individuals and organizations responsible for financing, planning, and implementing Cambodia's post-election development thought it necessary to ask why the country's economy and society were in such a parlous state. The mass graves scattered throughout the countryside provided an obvious explanation. The appalling state of the education system, many argued, could be directly attributed to the fact that among the 1.7 million victims of Pol Pot's holocaust were thousands of students, teachers, technocrats, and intellectuals. In this exacting and insightful examination of the crisis in Cambodian education, David M. Ayres challenges the widespread belief that the key to Cambodia's future development and prosperity lies in overcoming the dreadful legacy of Khmer Rouge. He seeks to explain why Cambodia has struggled with an educational crisis for more that four decades (including the years before the Khmer Rouge came to power in 1975) and thus casts the net of his analysis well beyond Pol Pot and his accomplices. Drawing on an extensive range of sources, Ayres clearly shows that Cambodia's educational dilemma--the disparity between the education system and the economic, political, and cultural environments, which it should serve--can be explained by setting education within its historical and cultural contexts. Thus, the university management team, teachers and policy makers strives to make considerable progress to deal with this challenge. In enhancing the quality of teaching and learning (one of the target elements to improve) in Cambodian higher education, stakeholders have mapped out some practical strategies, yet overlooked the use of ‘student voice’. Therefore, this study was conducted to address the significance of ‘student voice’. The first purpose was to explore the university students’ perspectives on the importance of ‘student voice’ in learning and teaching in Cambodian higher education. The second was to examine the challenges that students encountered when it came to expressing their voice. Last, it aimed at gaining insight from the students on how teachers, students, and university could contribute to promoting the use of ‘student voice’. Qualitative research was employed to obtain rich information from the participants. Eight students in one university located in Phnom Penh City, Cambodia were invited to participate in a semi-structured interview with the data obtained being analysed by thematic analysis. The key findings of this study revealed that ‘student voice’ benefitted both students and teachers by improving the teaching strategy and academic performance. The findings also showed that when their voice was considered there was a positive impact on teaching and learning, and emotion and rapport, but negative impacts when their voice was ignored. Furthermore, students faced barriers when expressing their voice as voice givers, and from their teachers and management team as voice recipients. It also indicated that ‘student voice’ and the culture of respect were interrelated, and unexpectedly, this study also found drawbacks in using ‘student voice’. Explaining the significance of the findings in this study, ‘student voice’ plays an important role in Cambodian higher education, as it has the potential to improve the quality of teaching and learning. Therefore, the university, teachers, students and policy makers should consider using ‘student voice’ in enhancing the quality of teaching and learning, and work cooperatively to promote it.
