Pero los tiempos están cambiando. Poco a poco ha ido agrietándose el pensamiento único hidráulico y van conformándose nuevas certezas. Actuar sobre la demanda, gestionarla, es deseable y posible. Las sequías en nuestro país no son la excepción, son la norma. Por lo tanto, tenemos que hacer una gestión del agua acorde con nuestro ambiente climático y, también, en consonancia con lo que un desarrollo sostenible comporta. La revolución de la eficiencia que pedía el Club de Roma implica, muy especialmente, realizar una gestión eficiente del agua en los municipios. A lograrlo pretende contribuir esta publicación.
