No obstante, ante lo inevitable del cambio climático, la adaptación está adquiriendo importancia en el ámbito de políticas y forma parte integral de las negociaciones en curso que se efectúan con miras a un marco internacional. En el presente informe se expone el caso de la adaptación para los bosques tropicales (reducción de los impactos del cambio climático en los bosques y los servicios ecológicos que estos suministran) y de los bosques tropicales para la adaptación (utilización de los bosques para que las poblaciones locales y la sociedad en general se adapten a los cambios inevitables). Las políticas relacionadas con el sector forestal, con el cambio climático y con otros sectores deben abordar estos temas e integrarse mutuamente; dicho enfoque transversal es esencial para evitar que los bene cios derivados de un área se pierdan o sean contraproducentes para otra. Asimismo, las instituciones dedicadas a la elaboración e implementación de políticas deben ser exibles y tener la capacidad de aprender dentro de un contexto de sistemas humanos y ambientales dinámicos. Esto deberá aplicarse en todos los niveles, abarcando desde comunidades locales hasta gobiernos nacionales e instituciones internacionales. El informe incluye un anexo que abarca escenarios, conceptos, así como políticas y fondos internacionales relacionados con el clima.
