Book excerpt: Penal Code Section 13519.8 requires the Commission on Peace Officer Standards and Training to establish guidelines and training for law enforcement's response to vehicle pursuits. This document contains the training syllabus. The training regulations and curricula are published separately. The Law Enforcement Vehicle Pursuit Guidelines were developed for use by the policy-maker in developing an agency's pursuit policy. This document broadly explores the issues the trainer may consider when examining agency policy and developing a course outline to address the many critical considerations encountered during a pursuit. To facilitate use of the syllabus, it is structured to mirror the layout of the vehicle pursuit guidelines. It describes training factors, legal considerations, learning points and other significant issues. It addresses consideration of the possibility of use of deadly force (firearms) during or immediately following a pursuit. It highlights those guidelines that reflect a requirement that an agency's pursuit policy contain certain subject areas (public agency immunity issues Vehicle Code Sections 17004 through 17004.7)

Book excerpt: The police safety guidelines presented in this document are based upon the specific findings of the study of peace officers killed in the line of duty between 1990 and 1993. They are not intended to represent a complete summary of all possible safety issues, but rather represent conclusions reached from the research and study of on-duty deaths identified in the study period. A television program, Violence Against California Peace Officers, was made in conjunction with these guidelines. Both this booklet and the television program are directed as resources for training instructors and agency administrators. They have been developed for updating and validating curriculum and operations policies and procedures. The guidelines are divided into four parts: general guidelines; field/patrol activities including vehicle pullovers, pedestrian contacts, and domestic disputes and disturbance calls; high-risk calls and special operations including crimes in progress and building searches and entries; and off-duty incidents. Listings of commissioners and members of the Center for Officer Safety Research Advisory Committee are included.
