Book excerpt: Excerpt from California Highways: A Descriptive Record of Road Development by the State and by Such Counties as Have Paved Highways The many inquiries which have come to the Good Roads Bureau of the California State Automobile Association during the past few years have served to emphasize the fact that there is a widespread and continuing demand for information as to California's state and county highways, while as a matter of fact no such publication has been extant. The present volume has been prepared to meet that demand. It is in no sense a technical work, library shelves being full of such publications. Nor is it, even remotely, intended to be a touring guide, as road conditions change from day to day. It is intended merely to tell what has been done in California as to the development of state and county highway systems, to picture how the present movement came into such a tremendous swing; and every attempt has been made to mention those men and women who took an active part. The subject, naturally a dry one, has been treated in a more or less popular way. Yet the information put forth has been gathered from reliable sources and every attempt has been made to have it accurate. None the less it is entirely possible that inaccuracies have crept in, so comment and criticism are cordially invited in order that future editions may be free from any material fault. Johnson develops a bold new theory for how the American highway system has taken on such outsized scale and complexity by emphasizing the emergence of a powerful administrative apparatus in the American federal system. Established in 1914 expressly to intervene in the congressional debates of the era, the American highway bureaucracy consisted of forty-eight state highway officials acting in and through their self-organized association, the American Association of State Highway Officials. Johnson’s central argument is that this new institution occupied a similar position relative to the American state as political parties and courts did. The capacity to organize across a complex constitutional order enabled it to control the purpose and allocation of federal highway aid for the better part of the twentieth century. Johnson investigates this new conception of the American highway bureaucracy, showing specifically where and how that extraconstitutional authority emerged, expanded, and manifested itself in the legislative history, physical dimensions, and geographical reach of the emerging highway system. The American Road reveals that all of the major highway legislation approved by Congress from 1916 to 1941 was collectively developed and advanced by state and federal highway bureaucrats drawing on the new authority conferred by the system of federal grants-in-aid, which required state legislatures to provide a state matching grant and local governments to relinquish control over decisions of location and design. The capacity to advance their policy aims through both the advice of experts and the will of the states not only secured the new highway program against renewed opposition in Congress in the 1920s but also won the strong support of the motor vehicle industry and set the stage for even more impressive policy gains of the 1930s when highways became the largest category of federal emergency public works. That collective authority, however, required a high threshold of consensus to secure and maintain, producing not just a narrow one-size-fits-all approach to technical issues but also a striking incapacity to respond to changing conditions. Johnson completes her compelling narrative by identifying the source of the interstate highway plan, first proposed in 1939 and finally funded in 1956, in the internal dynamics of and external threats to that extraconstitutional authority.

In business, large corporations came to dominate entire sectors and markets. In government, new services and agencies, especially at the city and state levels, sprang up to ameliorate a broad spectrum of social problems. In The Price of Progress, R. Rudy Higgens-Evenson offers a fresh analysis of therelationship between those two revolutions. Using previously unexploited data from the annual reports of state treasurers and comptrollers, he provides a detailed, empirical assessment of the goods and services provided to citizens, as well as the resources extracted from them, by state governments during the Gilded Age and Progressive Era.Focusing on New York, Massachusetts, California, and Kansas, but including data on 13 other states, his comparative study suggests that the "corporate state" originated in tax policies designed to finance new and innovative government services. Business and government grew together in a surprising and complex fashion. In the late nineteenth century, services such as mental health care for the needy and free elementary education for all children created new strains on the states' old property tax systems. In order to pay for newly constructed state asylums and schools, states experimented for the first time with corporate taxation as a source of revenue, linking state revenues to the profitability of industries such as railroads and utilities. To control their tax bills, big businessesintensified lobbying efforts in state legislatures, captured important positions in state tax bureaus, and sponsored a variety of government-efficiency reform organizations. The unintended result of corporate taxation—imposed to allow states to fulfill their responsibilities to their citizens—was the creation of increasingly intimate ties between politicians, bureaucrats, corporate leaders, and progressive citizens. By the 1920s, a variety of "corporate states" had proliferated across the nation, each shaped by a particular mix of taxation and public services, each offering a case study in how the business of America, as President Calvin Coolidge put it, became business.
