Available in PDF, EPUB and Kindle. Book excerpt: California's energy efficiency policies and energy use patterns have attracted widespread national and international interest. Over the last three decades, the state has implemented a variety of regulatory and legislative measures aimed at reducing the demand for energy, through encouraging more efficient consumption. In a startling contrast to the nation as a whole, the state electricity consumption per capita has stayed relatively steady since 1970. A comparative graph of the state and national electricity intensities is called the Rosenfeld Curve, named after the influential former Commissioner of the California Energy Commission. This thesis examines the structural determinants of electricity consumption with a view to answering the question -- What fraction of the state-nation difference in electricity consumption intensity might reasonably be attributed to policy interventions? I begin with a simple decomposition analysis of the residential, industrial and commercial sectors, using empirical data from a variety of sources. I find that over two-thirds of the difference between state and national energy intensity may be attributed to structural factors that are independent of policy interventions, leaving a smaller, unexplained portion that could owe to program interventions (a share that has increased over time). I next consider the residential sector in detail, a topic that is the primary focus of my thesis. I describe residential consumption of electricity and secondary heating fuels, using a structural model of household energy demand estimated using micro-data from the period between 1993 and 2005. In doing so, I account for heterogeneity in household types in the population. After controlling for structural factors such as climate, I find evidence suggesting that policy may have been particularly effective in reducing the energy needed for heating and cooling end uses. I also find evidence of increasing policy effects over the ten years between 1995 and 2005. Additionally, the model suggests that incentive compatibility considerations may have resulted in inefficiently high energy consumption in rented dwellings. Overall, the econometric model indicates about 20 percent of the state nation difference in the residential sector may owe to program effects. These results are interesting as a retrospective look at the California experience, but more importantly as a benchmark of what might reasonably be expected from energy efficiency elsewhere in the world. They also underline the importance of using counterfactual policy evaluation techniques instead of comparisons of aggregate statistics in understanding policy impact.

Book excerpt: Energy risk has reappeared on the corporate and social agenda with a bang and the complexity of the issues has increased many-fold since the days of the last great wave of concern following the oil crises of the 1970s. Steven Fawkes’ Energy Efficiency is a comprehensive guide for managers and policy-makers to the fundamental questions underpinning energy-efficiency and our responses to it: ¢ what do we really mean by energy efficiency? ¢ what is the potential (in different dimensions)? ¢ why it is important? ¢ what management processes lead to optimisation of energy efficiency? ¢ what technologies are useful for improving energy efficiency? ¢ what policies can be used to promote energy efficiency? ¢ how can energy efficiency be financed? ¢ how can energy suppliers engage with energy efficiency? The result is the most comprehensive review to-date of the barriers and opportunities associated with improving energy efficiency. Clearly written and erudite, Steven Fawkes addresses every aspect of energy efficiency, including the huge and vitally important untapped potential offered by effective energy management and the application of existing technology. He also identifies barriers, such as the rebound effect and how they can be mitigated and he provides a comprehensive review of innovative energy efficiency financing options. This book is a ’must read’ for anyone with an interest in energy supply and demand reduction.

Available in PDF, EPUB and Kindle. Book excerpt: Analysis of climate change policies focuses mainly on the prospects for international agreements or how climate policies should be designed. Yet effective domestic climate policies are essential to any global solution, and we know too little about how and why such policies are adopted. Political Opportunities for Climate Policy examines in depth the causes of effective climate policies in the United States, using a statistical analysis of all fifty states and long-term case studies of California, New York, and the federal government. Roger Karapin analyzes twenty-two episodes in which policies were adopted, blocked, or reversed. He shows that actors and events have positively affected climate policy making, despite the constraints presented by political institutions and powerful fossil fuel industries. Climate policy advocates have succeeded when they mobilized vigorously and astutely during windows of opportunity - which opened when events converged to raise both problem awareness and the political commitment to address them.

Book excerpt: The nexus between water and energy raises a set of public policy questions that go far beyond water and energy. Economic vitality and management of scarce and precious resources are at stake. This book contributes to the body of knowledge and understanding regarding water, energy, and the links between the two in the American West and beyond. The research and analyses presented by the authors shed new light on the choices that must be made in order to avoid unnecessary harm in the development and management of water and energy systems to meet public needs in an ever changing environmental and economic climate. Indeed, the book shows, thoughtfully designed new technologies and approaches can help restore damaged environments and provide a range of benefits. The focus is the American West, but many of the lessons are global in their applicability. After a broad, stage-setting introductory section, the volume looks first at the use of water for energy production and then follows with chapters on the role of energy in water projects. The final section looks at the way forward, providing cases and recommendations for better, more efficient linkages in the water–energy nexus. Students and researchers in economics, public policy, environmental studies and law along with planners and policymakers will find this accessible and very current volume invaluable.
