Book excerpt: At the turn of the 21st century, the Arabian Gulf States were confronted with major challenges: mainly, their unsustainable dependence on oil and a rapidly growing domestic labour force, and a labour market that is dependent on migrant workers. This is against the backdrop of globalisation and the emergence of a global system of educational governance. In response, they invested heavily in 'transformational' reforms, producing a set of economic visions, which exhibited strong similarities. These were framed as long-term modernising investments in human capital designed to address the economic challenges as well as promote the nation's branding. Education was portrayed as the key driver of reform and any serious attempt to compete in the global economy therefore required ambitious educational reforms. This study critically analyses the approach to education reforms in the region. A comparison of these reveals a distinctive model that is characterised by commonalities in defining the deficiencies of the education system and how it falls below expectations when compared with other nations on educational league tables. The reforms were based on identifying and transferring "international best practices" from top performing education systems. More importantly, they were justified, designed and implemented by private sector consultants and other members of the Global Education Industry (GEI) using a distinctive governance model. I demonstrate how the GEI is embedded in all stages of policymaking; how it effectively operates as a shadow education ministry which relies on a substantive form of policy borrowing that revolves around the transaction of products, termed "international best practices"; and the approach has been largely ineffective when judged against its own metrics. I also demonstrate how the concept of "context" is employed to both market the services of the GEI and to locate the sources of failure in the domestic context. This study offers a critical insight into the role of the GEI in educational policymaking in a region that is not adequately explained by the literature. I argue that the region"s approach provides a vision of the future as nations are increasingly influenced by the power of global governance, the privatisation of policymaking and the GEI. I show how the Gulf"s approach has resulted in unintended effects that undermine the reforms and will generate a new form of dependency.

Meaningful reform and improvement, which are urgent needs, will require broad, systemic change, based on the engagement of many sectors. This book offers a vision for such reform. Following successful models in other countries suggests options for moving away from current, deeply enmired, systemic inequities, to a system better suited to meeting a broad range of educational needs. A portfolio of diverse schools, regionally administered and held accountable for student learning, presents an option for moving away from inequitable district structures and scatter-shot “choice” options. The critical questions are how to get there from here, and do we have the will to do so? The book concludes with suggestions on how to start the process.

Book excerpt: Selling Out Education argues that basing education policy on qualifications and learning outcomes—dramatized by the phenomenal expansion of qualifications frameworks—is misguided. Qualifications frameworks are intended to make education more responsive to the needs of economies and societies by improving how qualifications and credentials are used in labour markets. But using learning outcomes as the starting point of education programmes neglects the core purpose of education: giving people access to bodies of knowledge they would not otherwise have. Furthermore, instead of creating demand for skilled workers through industrial and economic policy, qualifications frameworks are premised on the flawed idea that a supply of skilled workers leads to industrial and economic development. And skilled workers are to be supplied not by encouraging governments to focus attention on creating, improving, and supporting education institutions, but by suggesting that governments take a quality-assurance role. As a result, in poor countries where provision is weak to start with, qualifications have been created and institutions established to monitor providers without increasing or improving education provision. The weaknesses of many current policy approaches make clear, Allais argues, that education is inherently a collective good, and that the acquisition of bodies of knowledge provide the basis for its integrity and intelligibility.

Henig traces the evolution of school choice as an idea and in practice. Its legacy, he observes, is a mixed one. Sometimes it has been a vehicle for racial and economic segregation, with divisive and corrosive effects. Where school choice has worked, the record shows, it has depended less on the magic of the market than on an elusive combination of strong political leadership, resolute governmental commitment, supportive coalitions of private interests, and a willingness on all sides to challenge parochial gain in the name of the larger social good. The real danger in market-based choice proposals, Henig argues, is not that they might allow some children to attend private schools at public expenses, but that they tend to crowd out the public forums that must flourish if questions of national policy are to be democratically resolved. Rather than concentrating on the comparative merits of private and public institutions as service-delivery mechanisms, the urgent need in the years ahead will be to focus on their relative advantages in promoting deliberation, debate, and decision-making.
