As this is being written, in July, the between seasons month, normal midsummer dullness has aggravated the cyclical depression and the general tone of the business world has been not inaptly characterized as one of enthusiastic pessimism. Bad news is doubtless still i-n store for some trades; probably for business as a whole it may be next March before the worst is reached; and perhaps after that, recovery may be very gradual and halting. Yet funda mentally there is reason for confidence and courage. Indeed now almost for the first time, those who face facts squarely find solid ground for optimism. The gradual but substantial measure of liquidation already achieved, the increasing realiza tion of the necessity of a restored economic equilibrium on the part of groups like the building trades which had long resisted the inevitable, the settlement of some maior strikes and the avoidance of others, the improved transportation situation, the easing of money rates, the back-to-work move ment in most European countries, and the improved political situation lead one to believe that we are already near the bottom and that the rest of the descent need not be so danger ously rapid as to result in a crash. This was the work that brought him before the Roman Inquisition. By the Holy Office he was convicted "of believing and holding the doctrines - false and contrary to the Holy and Divine Scriptures - that the Sun is the centre of the world, and that it does not move from east to west, and that the Earth does move and is not the centre of the world; also that an opinion can be held and supported as probable after it has been declared and decreed contrary to the Holy Scriptures," and he was required by the Holy Office to "abjure, curse, and detest the aforesaid errors." Intolerance of unwonted views was not limited to the Holy Office. Galileo himself could close the windows of his mind and vent his critical scorn upon an adventurous colleague. In the fourth chapter of his fatal book there is a discussion of the theory of terrestrial tides which was the occasion of Galileo's treating with disdain the suggestion of Kepler that the tides are dependent upon the attraction of the Moon. We develop a simple macroeconomic model that exhibits long-term dependence, a consequence of aggregation in the presence of real business cycles. We derive the relation between properties of fractionally integrated macroeconomic time series and those of microeconomic data, and discuss how fiscal policy may alter their stochastic behavior. To implement these results empirically, we employ a test for fractionally integrated time series based on the Hurst-Mandelbrot rescaled range. This test is robust to short-term dependence, and is applied to quarterly and annual real GNP to determine the sources and nature of long-term dependence in the business cycle. The credible threat of future punishments provides the discipline that facilitates collusion. However, we find that the temptation to unilaterally deviate from the collusive outcome is often greater when demand is high. To moderate this temptation, the optimizing oligopoly reduces its profitability at such times, resulting in lower prices. If the oligopolists output is an input to other sectors, their output may increase too. This explains the co-movements of outputs which characterize business cycles. The behavior of the railroads in the 1880 3, the automobile industry in the 1950's and the cyclical behavior of cement prices and price-cost margins support our theory. (j.E.L.
