Ultimately this policy failed, leaving behind inefficient state economic enterprises and widespread poverty. Political unrest in 1988 led a newly installed military government to liberalize the economy, opening it to foreign investment and private participation in trade. This move towards a market economy was in line with world-wide trends, but political instability forced the country to follow a course different from neighboring countries. By analyzing economic policies and performance across the economic spectrum, this book presents an overall picture of economic development in Myanmar between 1988 and the early 2000s. The authors synthesize both macro and micro level data to overcome some of the limitations of unreliable national statistics, and show how the government attempted to deal with two key issues it faced. The first was how to reform the inefficient socialistic economic system in conformity with a market economy, and the second was how to develop the agricultural and underdeveloped economy to alleviate mass poverty.

In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. Almost Englishmen studies the less well-known of these destinations. The book combines history and cultural studies to look into a significant yet relatively unknown period, analyzing to full effect the way Anglo culture transformed the immigrant Bagdhadi Jews. England's influence was pervasive and persuasive: like other minorities in the complex society that was British India, the Baghdadis gradually refashioned their ideology and aspirations on the British model. The Jewish experience in the lush land of Burma, with its lifestyles, its educational system, and its internal tensions, is emblematic of the experience of the extended Baghdadi community, whether in Bombay, Calcutta, Shanghai, Singapore, or other ports and towns throughout Southeast Asia. It also suggests the experience of the Anglo-Indian and similar 'European' populations that shared their streets as well as the classrooms of the missionary societies' schools. This contented life amidst golden pagodas ended abruptly with the Japanese invasion of Burma and a horrific trek to safety in India and could not be restored after the war. Employing first-person testimonies and recovered documents, this study illuminates this little known period in imperial and Jewish histories.

Becoming One grapples with this process by exploring the work of OISCA*, a prominent Japanese NGO in central Myanmar. OISCA’s postwar origins at the intersection of Shinto, secularism, and rightwing politics, and its vision of inter-Asian solidarity and a sustainable future helped shape the organization’s ideology and activities. By delving into the world of its aid workers—their everyday practices, discourses, and aspirations—author Chika Watanabe seeks to understand the NGO’s political, social, and ethical effects. At OISCA training centers, Japanese and local staff teach sustainable agricultural skills and organic farming methods to rural youth. Much of the teaching involves laboring in the fields, harvesting produce, and caring for livestock: what they can’t use themselves is sold at nearby markets. Watanabe’s detailed and multi-sited ethnography shows how Japanese and Burmese actors mobilize around the idea of “becoming one” with Mother Earth and their human counterparts within a shared communal lifestyle. By exploring the tension between intentions and political effects—spanning environmentalism, cultural-nationalist ideologies of “Japaneseness,” and aspirations to make the world a better place—Watanabe highlights fascinating questions and both positive and negative outcomes.
