The Transport Act 1985 introduced deregulation, but that has failed to reverse that decline. The report examines the particular problems local authorities face in developing and implementing effective bus strategies. It is clear to the Committee that, for many areas, including all major metropolitan areas outside London, the current regime is not working. The Committee recommends more flexibility, and is particularly attracted by Quality Contracts. These would replace open competition with a licensed regime. Operators bid for exclusive rights to run bus services on a route or group of routes, on the basis of a local authority service specification. Independent Traffic Commissioners are another development that the Committee welcomes, and would like to see them have a higher profile and more resources and powers, especially to enforce Quality Contracts and penalise operators who do not meet their obligations. Others areas covered in the report are: securing socially necessary services outside the PTAs; congestion and bus priority; concessionary fares; and the image of the bus.

This book was released on 2008 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ticketing and concessionary travel on public transport, is the 5th report from the Transport Committee in 2007-08 session (HCP 84, ISBN 9780215514493). It examines the the aim of producing an integrated ticketing system across England, with the introduction of smartcard concessionary travel passes. The report inquires into the extent to which integrated ticketing on public transport has been achieved for all users; the issues regarding smartcards; arrangements for revenue protection (stopping fare-evasion) which will be affected by new forms of ticket; the impact of concessionary travel in England which is costing £1 billion per annum. The Committee has set out a number of recommendations, including: the Committee believes that the Government in terms of promoting integrated bus ticketing has achieved too little of practical value; it recommends that Traffic Commissioners be given powers to arbitrate where bus companies and local transport authorities disagree; that coach travel should be given greater consideration in future statements of public transport policy; it is imperative that the full range of tickets, including multi-modal options be available at all main outlets so that the Government's aim of fare simplification can be better acheived (see The Future of Rail, Cm. 6233, ISBN 9780101623322); that the Government needs to ensure suitable guidelines on differential pricing is included in decisions on rail fares and rail franchises with particular reference to smartcards; that the Government needs to articulate a clearer strategy for the development of integrated ticketing in general and smartcards in particular; that the Government should move towards a unified system of public transport revenue protection; that the Department of Transport should commission an evaluation of the benefits of the national scheme for free local bus travel and that national concessionary travel is properly funded. Available in PDF, EPUB and Kindle. Book excerpt: This first volume of the Official History studies the background to privatisation, and the privatisations of the first two Conservative Governments led by Margaret Thatcher from May 1979 to June 1987. First commissioned by the then Prime Minister Tony Blair as an authoritative history, this volume addresses a number of key questions: To what extent was privatisation a clear policy commitment within the Thatcher Governments of the 1980s - or did Government simply stumble on the idea? Why were particular public corporations sold early in the 1980s and other sales delayed until well into the 1990s? What were the privatisation objectives and how did they change over time, if at all? How was each privatisation planned and executed, how were different City advisers appointed and remunerated, what precise roles did they play? How was each privatisation administered; in what ways did the methods evolve and change and why? How were sale prices determined? Which government departments took the lead role; what was the input of the Treasury and Bank of England; and what was the relationship between Ministers and civil servants? The study draws heavily from the official records of the British Government to which the author was given full access and from interviews with leading figures involved in each of the privatisations – including ex-Ministers, civil servants, business and City figures, as well as academics that have studied the subject. This new official history will be of much interest to students of British political history, economics and business studies.

Book excerpt: Cities across the world are facing unprecedented challenges in traffic management and transit congestion while coping with growing populations and mobility aspirations; existing policies that aim to tackle congestion and create more sustainable transport futures offer only weak remedies. In Gridlock: Congested Cities, Contested Policies, Unsustainable Mobility, transport consultant John C. Sutton explores how two competing discourses in transport policy and planning practice – convivial and competitive ideologies – lead to contradictory solutions and a gridlock in policy as well as on transport systems. Gridlock examines current transport and mobility in a geographical, social, political-economy and technological context. The challenges of rising congestion are highlighted through case studies from the UK, the USA, and OECD countries. Sutton offers readers a vision of a sustainable mobility future through the concept of mobility management, combining mobile communication and information technology with logistics to match travel demand to the capacity of transport systems. Essential reading for transport professionals and students of transportation planning and policy, Gridlock offers a unique manifesto for sustainable mobility settlement, addressing the pressing problems of growing populations and congestion while looking ahead to a more sustainable future.
