The report considers the legal and institutional issues associated with ADB expanding its subnational partnerships and proposes a number of coordinated engagement frameworks that are aligned with the Papua New Guinea Public Financial Management Act (1996).

Available in PDF, EPUB and Kindle. Book excerpt: The First International Conference on Pidgins and Creoles in Melanesia was planned mainly for Tok Pisin, but no predetermined theme(s) had been proposed to the participants. Nevertheless, in this collection of papers several principal themes stand out.One is that of a revived interest in substratology, both for Tok Pisin and for Bislama. Another is what in fact amounts to a change in perspective from universalism, as supposedly competitive with the substratological orientation, towards a generalist approach to typology, which reduces the apparent polarity, from a theoretical point of view. A third is the pervasive interest of contributors in wider language issues in the social and political life of Papua New Guinea. These interests go back to the linguistic and social experience of the participants, most of whom have a long record of living among the people whose languages they have studied on a day-to-day basis, and to the relative remoteness of their inspiration from the more theoretical and perhaps ultimately untestable issues which surround the universalist approach and its claims for a bioprogram foundation for language.

Available in PDF, EPUB and Kindle. Book excerpt: Kragur village lies on the rugged north shore of Kairiru, a steep volcanic island just off the north coast of Papua New Guinea. In 1998 the village looked much as it had some twenty-two years earlier when author Michael French Smith first visited. But he soon found that changing circumstances were shaking things up. Village on the Edge weaves together the story of Kragur villagers' struggle to find their own path toward the future with the story of Papua New Guinea's travails in the post-independence era. Smith writes of his own experiences as well, living and working in Papua New Guinea and trying to understand the complexities of an unfamiliar way of life. To tell all these stories, he delves into ghosts, magic, myths, ancestors, bookkeeping, tourism, the World Bank, the Holy Spirits, and the meaning of progress and development. Village on the Edge draws on the insights of cultural anthropology but is written for anyone interested in Papua New Guinea.

Available in PDF, EPUB and Kindle. Book excerpt: Emergent Masculinities in the Pacific focuses on the plasticity and contingent nature of Pacific Island masculinities over the course of colonial and postcolonial histories. The several case histories concern the use of sports to recuperate but also refashion past masculinities in the name of contemporary masculine pride; the effects of market participation on younger males; how urbanisation and migration set the stage for experimenting with male gender and sexuality; the impacts of military and labour histories on local masculinities; masculinity and violence in war and gender violence; and structural violence and disruptions in male gender identity. Depicting contemporary Pacific Island societies as a space of gender invention and pluralism as indigenous gender regimes respond to the stimulations of transnational flows, the book asks a key historical question: Do emergent masculinities signal a rupture, or some continuity with, past masculinities? This book was originally published as a special double issue of The Asia Pacific Journal of Anthropology.

Book excerpt: Talking Politics is a philosophical examination of some of the basic concepts of political discourse. Its primary focus is on the ordinary; on what is said by politicians, in newspapers and by people in pubs, rather than on the works of political theorists. This is a work of, but not on political theory. Talking Politics is: * Invaluable as a source of reference for students, and contains a detailed index * Arranged thematically, around topics such as `Nation'. Each entry has copious cross-references and suggestions for further reading A. W. Sparkes is uniquely qualified to write such a book, combining some thirty years' teaching as a philosopher with wide experience of, and a life-long fascination with, politics. His attitude is that of a critical, but uncynical, observer.

Book excerpt: Long before the Lele people of Papua New Guinea had significant contact with the Western world and Christianity, they had developed a framework for understanding sickness and healing with a strong emphasis on the unseen world. This study examines how mature Lele Christians of the Evangelical Church of Manus assess traditional health concepts in light of their Christian faith and Scripture. By using cognitive theory as an interpretive approach, this research serves as a case study to illustrate the mental processes that take place when Christians in an animistic context make sense of their traditional culture. Simon Herrmann spent 15 years in Papua New Guinea, the United States and Malaysia. He now works as a lecturer in Intercultural Theology at the Internationale Hochschule Liebenzell (IHL).

High quality images and detailed information about traditional customary practices using plants provide a unique entry into understanding Nekgini social and cultural life. The book contains a discussion of the ownership of plant knowledge in the context of both local and contemporary global trends. As a dual language, co-authored text, the book is a unique contribution to the ethnobotany and anthropology of Melanesia. Reite Plants represents the product of a long term collaborative work between the authors.

Available in PDF, EPUB and Kindle. Book excerpt: Ryan Schram explores the experiences of living in intercultural and historical conjunctures among Auhelawa people of Papua New Guinea in Harvests, Feasts, and Graves. In this ethnographic investigation, Schram ponders how Auhelawa question the meaning of social forms and through this questioning seek paths to establish a new sense of their collective self. Harvests, Feasts, and Graves describes the ways in which Auhelawa people, and by extension many others, produce knowledge of themselves as historical subjects in the aftermath of diverse and incomplete encounters with Christianity, capitalism, and Western values. Using the contemporary setting of Papua New Guinea, Schram presents a new take on essential topics and foundational questions of social and cultural anthropology. If, as Marx writes, "the tradition of all dead generations weighs like a nightmare on the brains of the living," Harvests, Feasts, and Graves asks: Which history weighs the most? And how does the weight of history become salient as a ground for subjective consciousness? Taking cues from postcolonial theory and indigenous studies, Schram rethinks the "ontological turn" in anthropology and develops a new way to think about the nature of historical consciousness. Rather than seeing the present as either tragedy or farce, Schram argues that contemporary historical consciousness is produced through reflexive sociality. Like all societies, Auhelawa is located in an intercultural conjuncture, yet their contemporary life is not a story of worlds colliding, but a shattered mirror in which multiple Auhelawa subjectivities are possible.

Book excerpt: This book is a musical ethnography of the Duna people of Papua New Guinea. A people who have experienced extraordinary social change in recent history, their musical traditions have also radically changed during this time. New forms of music have been introduced, while ancestral traditions have been altered or even abandoned. This study shows how, through musical creativity, Duna people maintain a connection with their past, and their identity, whilst simultaneously embracing the challenges of the present.

Available in PDF, EPUB and Kindle. Book excerpt: Tok Pisin is one of the most important languages of Melanesia and is used in a wide range of public and private functions in Papua New Guinea. The language has featured prominently in Pidgin and Creole linguistics and has featured in a number of debates in theoretical linguistics. With their extensive fieldwork experience and vast knowledge of the archives relating to Papua New Guinea, Peter Mühlhäusler, Thomas E. Dutton and Suzanne Romaine compiled this Tok Pisin text collection. It brings together representative samples of the largest Pidgin language of the Pacific area. These texts represent about 150 years of development of this language and will be an invaluable resource for researchers, language policy makers and individuals interested in the history of Papua New Guinea.
