This report discusses, among other things, (1) how estimated bulk fuel costs have compared to actual costs since FY 2009 and the factors that have contributed to any differences; and (2) the extent to which DOD has considered options for adjusting its approach to estimating bulk fuel costs and managing working capital funds in light of any differences between estimated and actual fuel costs. The Defense Fuel Supply Center has a responsibility to procure and distribute fuel used by the armed forces and certain other federal activities. There are four areas in which the Defense Logistics Agency (DLA) can improve its management of bulk petroleum products. The use of inaccurate or inappropriate transportation cost data in the computer model used by the Defense Fuel Supply Center to evaluate bids from suppliers has in some instances distorted the results. The overall cost of petroleum products could be reduced if maximum use were made of existing pipelines for distribution. Inventories at some fuel storage points have been maintained at higher levels than can be justified by usage or war reserve requirements. The loading of fleet oilers at supply points away from the source of supply has resulted in unnecessary double handling of fuels, thus increasing costs.

Book excerpt: Each fiscal year, the Office of the Under Secretary of Defense (Comptroller), in coordination with the Defense Logistics Agency, sets a standard price per barrel that the Department of Defense (DOD) will charge for fuel, which the military services and other fuel customers use in developing their annual budget requests. In setting this standard price, DOD endeavors to closely approximate the actual price it will pay for the fuel during the year of budget execution. However, due to the timing of DOD's budget process, the department establishes the standard price almost a year in advance of when it begins to actually purchase the fuel at the current market rate. Historically, DOD has used economic assumptions data provided by the Office of Management and Budget (OMB) to establish the standard price. In July 2015, we notified you that, in response to a provision in the Senate committee report accompanying its version of the National Defense Authorization Act for Fiscal Year 2016, we would be reviewing DOD's and the military services' approaches to estimating fuel consumption and related costs in annual budget requests.
