Book excerpt: Municipal wastewater treatment plants treat a wide variety of materials originating in the home including detergents, personal care products, and drugs and their metabolites. Environmental risk assessments for these materials include both fate and effects assessments. The fate assessment predicts environment concentrations typically through a series of mathematical models. Depending on the availability of data, assumptions are needed to parameterize these models. To avoid the extreme conservatism resulting from use of multiple conservative assumptions for model input parameters, uncertainty analysis was used to predict distributions for the parameters of interest (i.e., surface water concentrations). Variability predicted in model output more closely resembled environmental data than results of the conventional approach. For effects data, single species acute and chronic toxicity data can be used to construct effects distributions. The risk assessment is defined by the degree of overlap of the fate and effects distributions. C12LAS disposal into surface (i.e., riverine) waters is used as a case study to demonstrate this risk assessment process. The final C12LAS risk assessment demonstrates a low risk to environmental organisms of effects due to C12LAS exposure in riverine systems in the United States.

The required models and parameters are laid down in the Technical Guidance Document (TGD) and are implemented in the EUSES software. Although the results may have a considerable ecological and economic impact, guidance is rarely given on the applicability of the framework. To fill this gap, an evaluation study of the TGD exposure models was carried out. In particular, the models for estimating chemical intake by humans were investigated. These models, which are a key component in risk assessment, involve a quantification of human contact with environmental contamination in various media of exposure through various exposure pathways. The objective of this study was two-fold: firstly, to develop an evaluation methodology, since no appropriate approach is available in the scientific literature. Secondly, to elaborate applicability and limitations of the models and to provide proposals for their improvement. The principles of model evaluation in terms of quality assurance, model validation and software evaluation were elaborated and a suitable evaluation protocol for chemical risk assessment models was developed. Since scientific theories and the mathematical models embedded therein cannot be proved as true, a pragmatic meaning of validation is required, of which the primary purpose is to increase the level of confidence placed in the model. The accuracy of the model outcome is a necessary, but insufficient criterion for the quality assurance of models. A wider approach is required which examines the scientific inference that can be made about models with regard to their intended purpose. By reviewing the literature on the validation problem, it was found that all the facets of validation can be assigned to generic (internal) and task-specific (external) properties of a model. In this context, sensitivity and uncertainty analyses are essential to tackle the issues of uncertainty. Sensitivity analysis aims to ascertain how a given model depends upon the information fed into it. Uncertainty analysis aims to quantify the uncertainty regarding what comes out of the model. Although some considered the vision too optimistic with respect to the promise of the new science, no one can deny that a revolution in toxicity testing is under way. New approaches are being developed, and data are being generated. As a result, the U.S. Environmental Protection Agency (EPA) expects a large influx of data that will need to be evaluated. EPA also is faced with tens of thousands of chemicals on which toxicity information is incomplete and emerging chemicals and substances that will need risk assessment and possible regulation. Therefore, the agency asked the National Research Council to convene a symposium to stimulate discussion on the application of the new approaches and data in risk assessment. The symposium was held on May 11-13, 2009, in Washington, DC, and included presentations and discussion sessions on pathway-based approaches for hazard identification, applications of new approaches to mode-of-action analyses, the challenges to and opportunities for risk assessment in the changing paradigm, and future directions.

The first steps in managing an environment contaminated by chemical substances are characterization of hazards and quantification of their risks. Chemical models — using only analytical data — are still the most widely used applications for assessing potential adverse effects and the fate and behavior of chemicals in the environment. Chemical models rely on the assumption that the adverse effect is proportional to the concentration, which in most cases is incorrect. In this volume, other models such as biological and ecological or regression models are discussed in detail and compared. Environmental risk management has two subsections: risk assessment and risk reduction. Environmental risk, to a large extent, arises from the adverse effects of chemicals and contaminated land; that is why measuring and testing these effects plays a key role in risk management. “Environmental Toxicology” deals with direct measurement of adverse effects of pure chemicals or environmental samples. This book has therefore been created specifically for engineers and gives a general overview of environmental toxicology. It provides an overview of hundreds of standardized and nonstandardized, generic and site-specific, conventional and innovative, animal and alternative test methods, and demonstrates how to apply these results to the regulation and management of environmental risk. In addition to human, aquatic and terrestrial methods for measuring toxicity, new trends in environmental analytics and the integration and complementary use of chemical analyses and the testing of effects are described. Bioavailability and accessibility as key parameters are detailed and the interactive and dynamic characterization of contaminants in soil is introduced. Book excerpt: To compensate for the potential for overly conservative estimates of risk using standard US Environmental Protection Agency methods, an uncertainty analysis should be performed as an integral part of each risk assessment. Uncertainty analyses allow one to obtain quantitative results in the form of confidence intervals that will aid in decision making and will provide guidance for the acquisition of additional data. To perform an uncertainty analysis, one must frequently rely on subjective judgment in the absence of data to estimate the range and a probability distribution describing the extent of uncertainty about a true but unknown value for each parameter of interest. This information is formulated from professional judgment based on an extensive review of literature, analysis of the data, and interviews with experts. Various analytical and numerical techniques are available to allow statistical propagation of the uncertainty in the model parameters to a statement of uncertainty in the risk to a potentially exposed individual. Although analytical methods may be straightforward for relatively simple models, they rapidly become complicated for more involved risk assessments. Because of the tedious efforts required to mathematically derive analytical approaches to propagate uncertainty in complicated risk assessments, numerical methods such as Monte Carlo simulation should be employed. The primary objective of this report is to provide an introductory guide for performing uncertainty analysis in risk assessments being performed for Superfund sites.
