Book excerpt: Information technology is a powerful tool for meeting environmental objectives and promoting sustainable development. This collection of papers by leaders in industry, government, and academia explores how information technology can improve environmental performance by individual firms, collaborations among firms, and collaborations among firms, government agencies, and academia. Information systems can also be used by nonprofit organizations and the government to inform the public about broad environmental issues and environmental conditions in their neighborhoods. Several papers address the challenges to information management posed by the explosive increase in information and knowledge about environmental issues and potential solutions, including determining what information is environmentally relevant and how it can be used in decision making. In addition, case studies are described and show how industry is using information systems to ensure sustainable development and meet environmental standards. The book also includes examples from the public sector showing how governments use information knowledge systems to disseminate "best practices" beyond big firms to small businesses, and from the world of the Internet showing how knowledge is shared among environmental advocates and the general public.

Available in PDF, EPUB and Kindle. Book excerpt: Recognizing that successful counterterrorism efforts require effective information sharing, section 1016 of the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA) (Public Law 108-458), building on Executive Order 13356 of August 27, 2004, "Strengthening the Sharing of Terrorism Information to Protect Americans" (Executive Order), requires the creation of the "Information Sharing Environment" (Environment) for terrorism information. In accordance with IRTPA, the Environment will be the combination of policies, procedures, and technologies linking, as appropriate, the resources (people, systems, databases, and information) of Federal, State, local, and tribal governments, the private sector, and potentially foreign allies to facilitate information sharing, access, and collaboration among users to combat terrorism more effectively. The Environment will support sharing and access to terrorism information, including information from the intelligence, law enforcement, military, homeland security, and other communities. Consistent with section 1016(f)(1) of IRTPA, the President designated John A. Russack as the Program Manager (PM) for information sharing on April 15, 2005. As recommended by the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction (WMD Commission), by Memorandum of June 2, 2005, the President directed the Director of National Intelligence (DNI) to exercise "authority, direction, and control over the PM." The President also directed the heads of all executive department and agencies to provide assistance and information to the DNI and the PM, which will assist the PM in implementing his government-wide statutory mandate in section 1016. This document is the PM's Preliminary Report.

Available in PDF, EPUB and Kindle. Book excerpt: In an increasingly globalised built environment industry, achieving higher levels of integration across organisational and software boundaries can lead to improved economic, social and environmental outcomes. This book is the direct result of a collaborative global network of industry and academic researchers spread across nine countries as part of CIB’s (International Council for Research and Innovation in Building and Construction) Task Group 90 (TG90) Information Integration in Construction (IICON). The book provides a broad view of some of the opportunities and challenges brought by integrating information across organisational and system boundaries in the built environment industry. Chapters cover a large range of topics and are separated into three sections: resources, processes and added value. They provide a much-needed international perspective on a current global evolution in the industry and present leading original research and valuable lessons for researchers, industry practitioners, government clients and policy makers across the industry. Key features include: a broad range of topics that are not covered elsewhere in the literature; contributions from a diverse group of industry research leaders from across the globe; exemplar case studies providing real-world examples of where information integration has been a key factor for success or lack thereof has been at the root cause of failure; an analysis of future priority areas for research and development investment as well as their strategic implications for public and private decision-makers; the book will deliver innovation in best practice methodology for information sharing across disciplines and between the design, construction and asset management sectors.

Book excerpt: To offer security in the maritime domain, governments around the world need the capabilities to directly confront common threats like piracy, drug-trafficking, and illegal immigration. No single navy or nation can do this alone. Recognizing this new international security landscape, the former Chief of Naval Operations called for a collaborative international approach to maritime security, initially branded the "1,000-ship Navy." This concept envisions U.S. naval forces partnering with multinational, federal, state, local and private sector entities to ensure freedom of navigation, the flow of commerce, and the protection of ocean resources. This new book from the National Research Council examines the technical and operational implications of the "1,000-ship Navy," as they apply to four levels of cooperative efforts: U.S. Navy, Coast Guard, and merchant shipping only; U.S. naval and maritime assets with others in treaty alliances or analogous arrangements; U.S. naval and maritime assets with ad hoc coalitions; and U.S. naval and maritime assets with others than above who may now be friendly but could potentially be hostile, for special purposes such as deterrence of piracy or other criminal activity.

Available in PDF, EPUB and Kindle. Book excerpt: In this pathbreaking book, Amy Zegart provides the first scholarly examination of the intelligence failures that preceded September 11. Until now, those failures have been attributed largely to individual mistakes. But Zegart shows how and why the intelligence system itself left us vulnerable. Zegart argues that after the Cold War ended, the CIA and FBI failed to adapt to the rise of terrorism. She makes the case by conducting painstaking analysis of more than three hundred intelligence reform recommendations and tracing the history of CIA and FBI counterterrorism efforts from 1991 to 2001, drawing extensively from declassified government documents and interviews with more than seventy high-ranking government officials. She finds that political leaders were well aware of the emerging terrorist danger and the urgent need for intelligence reform, but failed to achieve the changes they sought. The same forces that have stymied intelligence reform for decades are to blame: resistance inside U.S. intelligence agencies, the rational interests of politicians and career bureaucrats, and core aspects of our democracy such as the fragmented structure of the federal government. Ultimately failures of adaptation led to failures of performance. Zegart reveals how longstanding organizational weaknesses left unaddressed during the 1990s prevented the CIA and FBI from capitalizing on twenty-three opportunities to disrupt the September 11 plot. Spying Blind is a sobering account of why two of America's most important intelligence agencies failed to adjust to new threats after the Cold War, and why they are unlikely to adapt in the future.
