Experience has demonstrated the inappropriate transposition of codes and standards from high-income, developed countries to developing countries. Successful mechanisms of risk reduction and hazard adaptation in the developed world have relied in large part on effective and efficient regulation. Regulations have dramatically reduced the incidence of urban conflagration and epidemic disease over the past two centuries. It is now necessary that this collective experience be better understood and appropriately adapted to local conditions and incorporated into sustainable regulatory implementation systems. In March 2015, at the 3rd World Conference on Disaster Risk Reduction, the Sendai Framework for Disaster Risk Reduction 2015-2030 made clear the renewed international consensus on the importance of building and land use regulation for disaster risk reduction. This report will provide an analysis of available evidence to increase international awareness and understanding for the role of effective building code implementation practices within broader disaster risk reduction strategies. Focusing primariliy on practices relevant to low and middle-income countries, it will call for a renewed and internationally coordinated effort in this area. The report will also outline a proposed programmatic approach consistent with the priorities set out in the post-2015 agenda for disaster risk reduction."

It is therefore pertinent to develop the resilience of residential structures considering the increasing exposure and intensifying hazards. The extensive destruction of housing structures during disasters emphasises the need to build more robust structures post-disaster. Building regulation is among the key strategies identified to enhance the quality of the post-disaster building population. The aim of this research is to determine how building regulations can effectively enhance the resilience of the post-disaster housing stock in the context of a developing country. This study employs a sequential mixed method approach consisting of a grounded theory study of Fiji’s reconstruction after Cyclone Winston and a quantitative evaluation of the emergent framework. This research derives data from semi-structured interviews, focus group discussions, field observations, and relevant literature, and integrates them into a framework for developing housing resilience through building regulations. The framework consists of three emergent categories, which can be construed as principles, demonstrated to influence the effectiveness of building codes as a resilience-building strategy. These are Inclusion, Information, and Implementation. The framework was subsequently tested for application to the Fijian context by transforming the categories and subcategories into an evaluative questionnaire administered through a workshop with key stakeholders. This research contributes to the body of knowledge on building regulations and housing resilience. The emergent framework may be used for crafting or updating building regulations. The universality of the framework, while supported by a thematic analysis of extant scientific literature, may be enhanced by applying the framework in varying environmental, social, and cultural contexts. The outcome of this research primarily contributes to the attainment of Sendai Framework for Disaster Risk Reduction Priority 3, which includes the development of building regulations aimed at developing resilience.

It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Most empirical work on resilience has been descriptive, identifying characteristics of work and organizing activity which allow organizations to cope with unexpected situations. Fewer studies have developed testable models and theories that can be used to support interventions aiming to increase resilience and improve safety. In addition, the absent integration of different system levels from individuals, teams, organizations, regulatory bodies, and policy level in theory and practice imply that mechanisms through which resilience is linked across complex systems are not yet well understood. Scientific efforts have been made to develop constructs and models that present relationships; however, these cannot be characterized as sufficient for theory building. There is a need for taking a broader look at resilience practices as a foundation for developing a theoretical framework that can help improve safety in complex systems. This book does not advocate for one definition or one field of research when talking about resilience; it does not assume that the use of resilience concepts is necessarily positive for safety. We encourage a broad approach, seeking inspiration across different scientific and practical domains for the purpose of further developing resilience at a theoretical and an operational level of relevance for different high-risk industries. The aim of the book is twofold: 1. To explore different approaches for operationalization of resilience across scientific disciplines and system levels. 2.
