This collapse sets into sharp relief the unreformed authoritarian tendencies of the region's entrenched elites, many of whom have held power since the early 1990s, and the hollowness of the West's "democratization" agenda. There is a widely held assumption that institutional collapse will precipitate a new bout of ethnic conflict, but Mujanovic argues instead that the Balkans are on the cusp of a historic socio-political transformation. Drawing on a wide variety of sources, with a unique focus on local activist accounts, he argues that a period of genuine democratic transition is finally dawning, led by grassroots social movements, from Zagreb to Skopje. Rather than pursuing ethnic strife, these new Balkan revolutionaries are confronting the "ethnic entrepreneurs" cemented in power by the West in its efforts to stabilise the region since the mid-1990s. Book excerpt: This book argues that the backsliding or stagnation of democracy should be interpreted in a wider perspective on irregular movements towards and away from contemporary liberal democracy. This a perspective couched by a metaphor, namely the 'pendulum of democracy', which the author has constructed to suggest that democratic regimes may swing between a democratic end (fully developed liberal democracy) and a semi-authoritarian end (competitive authoritarianism). The pendulum does not have a predictable frequency. Democratization may lead to irregular movements back and forth. It is easier to analyze such movements of the pendulum when democracy is not consolidated yet (for instance, in the three post-Yugoslav political regimes mentioned above), as democratic institutions and processes are not yet stable. For this reason, this book analyses the swing of unconsolidated democracy away from the democratic end in the cases of today’s Serbia and Montenegro and the swing back towards liberal democracy in the case of North Macedonia which - until 2017 - had been developing into a competitive authoritarian regime, but then embarked on the road to democratic recovery.

The work relies on the archives of the International Criminal Tribunal for the former Yugoslavia in The Hague, which conducted dozens of trials relating to paramilitary violence, and records from judicial proceedings in the region. It discusses how and why certain important paramilitary units emerged, how they functioned and transformed through the decade, what their relationships and entanglements were with the state, the Milošević regime, and organized crime. The study thus investigates the interrelated ideological, political, and social factors and processes, fueling paramilitary engagement, and assesses the impact of this engagement on victims of paramilitary violence and on the state and society for which the units purportedly fought. It argues that coordinated action by a number of state institutions gave rise to paramilitaries tasked with altering borders while maintaining plausible deniability for the sponsoring regime. The outsourcing of violence by the state to paramilitaries led to a significant weakening of the very state these units and their sponsors swore to protect. The book also analyzes differences between the units and how they attacked civilians, arguing that the different forms of violence stemmed not only from the function they fulfilled for the state but also the ways in which they were set up and operated. The final chapter brings the different strands of the argument together into a coherent whole, suggesting avenues for further research, in the former Yugoslavia and beyond. Book excerpt: This book charts and traces state-mandated or state-encouraged “patriotic” histories that have recently emerged in many places around the globe. Such “patriotic” histories can revolve around both affirmative interpretations of the past and celebration of national achievements. They can also entail explicitly denialist stances against acknowledging responsibility for past atrocities, even to the extent of celebrating perpetrators. Whereas in some cases “patriotic” history takes the shape of a coherent doctrine, in others they remain limited to loosely connected narratives. By combining nationalist and narcissist narratives, and by disregarding or distorting historical evidence, “patriotic” history promotes mythified, monumental, and moralistic interpretations of the past that posit partisan and authoritarian essentialisms and exceptionalisms. Whereas the global debates in interdisciplinary memory studies revolve around concepts like cosmopolitan, global, multidirectional, relational, transcultural, and transnational memory, to mention but a few, the actual socio-political uses of history remain strikingly nation-centred and one-dimensional. This volume collects fifteen caste studies of such “nationalizations of history” ranging from China to the Baltic states. They highlight three features of this phenomenon: the ruthlessness of methods applied by many state authorities to impose certain interpretations of the past, the increasing discrepancy between professional and political approaches to collective memory, and the new “post-truth” context. This book will be of interest to students and researchers of international politics, the radical right and global history. It was originally published as a special issue of the Journal of Genocide Research.
