Book excerpt: Russian-European political relations have always been problematic and one of the main reasons for this is the different perspectives on even the very basic notions and concepts of political life. With a worldwide recession, the problems as well as the opportunities in Russian-European relations are magnified. While most works on Russian-European, Russian-American and Russian-West relations focus on current policies and explain them from a standard set of explanatory variables, this book penetrates deeper into the structural and ideational differences that tend to bring about misperceptions, miscalculations, misinterpretations and misdeeds in this two-directional relationship. It applies a very broad conceptual framework to analyse differences that are as relevant for Europe and the EU as it is to Russia’s immediate neighbours and, while doing so, identifies the key factors that will dominate Russia-EU ties in the next decade.

Book excerpt: This book examines the US foreign policy of differentiation towards the socialist regimes of Eastern Europe as it was implemented by various administrations towards Ceausescu’s Romania from 1969 to 1980. Drawing from multi-archival research from both US and Romanian sources, this is the first comprehensive analysis of differentiation and shows that Washington’s Eastern European policy in the 1970s was more nuanced than the common East vs. West narrative suggests. By examining systemic Cold War factors such as the rise of détente between the two superpowers and the role of agency, the study deals with the dynamics that shaped the evolution of American-Romanian relations after Bucharest’s opening towards the West, and the subsequent embrace of this initiative by Washington as an instrument to undermine the unity of the Soviet bloc. Furthermore, it revises interpretations about Carter’s celebrated human rights policy based on the Romanian case, pointing towards a remarkable continuity between the three administrations under examination (Nixon, Ford and Carter). By doing so, this study contributes to the field by highlighting a largely neglected aspect of US foreign policy and uncovers the subtleties of Washington’s relations with one of the most vigorous actors of the Eastern European bloc. This book will be of much interest to students of Cold War Studies, US foreign policy, Eastern European politics and International Relations in general.

Due to its geostrategic location on the Balkan peninsula, Yugoslavia became an important focus for the U.S.S.R. and the United States during the East–West confl ict. After the break with Stalin in 1948, the Yugoslav "leader" Tito sought to position Yugoslavia as a non-aligned state on the international level and played a hegemonic role in the Non-Aligned Movement (NAM). The articles analyze Yugoslav policy in the 1960s and 1970s, examining its intentions, its developments, its strategic advantages, and its limits in the context of (geo-)political, economic, and cultural circumstances, with a focus on non-alignment as a leitmotiv of Yugoslav political ambitions, political and economic relations between Yugoslavia and countries of the NAM, the role of the Balkans in U.S. Cold War policy, and aspects of Yugoslav labor migration.
