Book excerpt: Russian-European political relations have always been problematic and one of the main reasons for this is the different perspectives on even the very basic notions and concepts of political life. With a worldwide recession, the problems as well as the opportunities in Russian-European relations are magnified. While most works on Russian-European, Russian-American and Russian-West relations focus on current policies and explain them from a standard set of explanatory variables, this book penetrates deeper into the structural and ideational differences that tend to bring about misperceptions, miscalculations, misinterpretations and misdeeds in this two-directional relationship. It applies a very broad conceptual framework to analyse differences that are as relevant for Europe and the EU as it is to Russia’s immediate neighbours and, while doing so, identifies the key factors that will dominate Russia-EU ties in the next decade.

Book excerpt: This unique book, formed as a series of essays in honour of the memory of Paul Heim CMG, the founder of Lincoln's Inn European Group, focusses on the building of bridges between individuals and institutions in European, international, and human rights law. The book features contributions from some of the foremost current or former European and international judges; leading practitioners and officials, each with links to Lincoln's Inn, and former recipients of Lincoln's Inn's dedicated scholarship programmes. The approachable style of the book makes it readily accessible for a wide range of readers including legal scholars, practitioners, students, and those with a general interest in the application of the law and justice in today's interconnected world. Each contribution provides personal reflections and expertise on selected aspects of European and human rights law, and the personal, professional, and technical bridges involved in their development and maintenance, together with insights into their future. The book provides multi-level perspectives on the Court of Justice of the European Union, the EFTA Court, the European Court of Human Rights, and the International Criminal Court, and the interaction of their jurisprudence with domestic law and between themselves, alongside our ever-evolving societies.

Book excerpt: Discrete mathematics and theoretical computer science are closely linked research areas with strong impacts on applications and various other scientific disciplines. Both fields deeply cross fertilize each other. One of the persons who particularly contributed to building bridges between these and many other areas is László Lovász, a scholar whose outstanding scientific work has defined and shaped many research directions in the last 40 years. A number of friends and colleagues, all top authorities in their fields of expertise and all invited plenary speakers at one of two conferences in August 2008 in Hungary, both celebrating Lovász’s 60th birthday, have contributed their latest research papers to this volume. This collection of articles offers an excellent view on the state of combinatorics and related topics and will be of interest for experienced specialists as well as young researchers.

Available in PDF, EPUB and Kindle. Book excerpt: The book is about bridging the huge gaps between what engineers know, what they do and why things go wrong. It puts engineering into a wider perspective so readers can see how it relates to other disciplines — especially science and technology. Many intellectuals have dismissed engineering as 'applied science', but this book shows how wrong it is to do so — engineers apply science, but their purpose is quite different. It takes the reader on a learning journey of reflections on the gaps between theory and practice in professional life — not just in engineering but across all disciplines. The learning is summarized through 20 learning points or lessons, each one placed in context. Some of the important lessons are about learning from failure, joining-up theory and practice, understanding process, classifying uncertainty, managing risks, finding resilience, thinking systems to improve performance and nurturing practical wisdom.

Book excerpt: This volume collects together research and survey papers written by invited speakers of the conference celebrating the 70th birthday of László Lovász. The topics covered include classical subjects such as extremal graph theory, coding theory, design theory, applications of linear algebra and combinatorial optimization, as well as recent trends such as extensions of graph limits, online or statistical versions of classical combinatorial problems, and new methods of derandomization. László Lovász is one of the pioneers in the interplay between discrete and continuous mathematics, and is a master at establishing unexpected connections, “building bridges” between seemingly distant fields. His invariably elegant and powerful ideas have produced new subfields in many areas, and his outstanding scientific work has defined and shaped many research directions in the last 50 years. The 14 contributions presented in this volume, all of which are connected to László Lovász's areas of research, offer an excellent overview of the state of the art of combinatorics and related topics and will be of interest to experienced specialists as well as young researchers.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about the ongoing transition of fisheries governance, from top-down command and control towards a more transparent and participatory form. It focuses on the emergence of research practices and advice frameworks that allow co-creation of common knowledge bases for management. Drawing from 8 years of research in GAP, a two-stage 7th framework EU project, the book offers a critical examination of how knowledge practices in fisheries governance are changing. The entry point for this research is a series of practical experiments in the unchartered terrain of collaborative research. To gain insight into the ongoing transition in European fisheries management, GAP initiated and carried out 13 Case Studies in different settings across Europe. In each case study, a team of fishers and marine scientists worked together to identify, plan and implement research projects intended to make a difference. The cases vary. They take on different management issues and shape the collaborations in different ways. The extent to which they succeed in realizing their objectives also differs. They are all contributing important insights into the possibilities of co-creating knowledge for management purposes. The book delves into the individual experiences of each case study as well as the lessons they contribute as a whole. The examination concludes that while research partnerships are not always easy to establish, they are an important step towards better fisheries governance. Without a common knowledge base for fisheries governance, co-created through collaborative research practices, sustainable fisheries will remain out of reach.

Book excerpt: This volume offers a general overview on the handling and regulating electronic evidence in Europe, presenting a standard for the exchange process. Chapters explore the nature of electronic evidence and readers will learn of the challenges involved in upholding the necessary standards and maintaining the integrity of information. Challenges particularly occur when European Union member states collaborate and evidence is exchanged, as may be the case when solving a cybercrime. One such challenge is that the variety of possible evidences is so wide that potentially anything may become the evidence of a crime. Moreover, the introduction and the extensive use of information and communications technology (ICT) has generated new forms of crimes or new ways of perpetrating them, as well as a new type of evidence. Contributing authors examine the legal framework in place in various EU member states when dealing with electronic evidence, with prominence given to data protection and privacy issues. Readers may learn about the state of the art tools and standards utilized for treating and exchanging evidence, and existing platforms and environments run by different Law Enforcement Agencies (LEAs) at local and central level. Readers will also discover the operational point of view of LEAs when dealing with electronic evidence, and their requirements and expectations for the future. Finally, readers may consider a proposal for realizing a unique legal framework for governing in a uniform and aligned way the treatment and cross border exchange of electronic evidence in Europe. The use, collection and exchange of electronic evidence in the European Union context and the rules, practises, operational guidelines, standards and tools utilized by LEAs, judges, Public prosecutors and other relevant stakeholders are all covered in this comprehensive work. It will appeal to researchers in both law and computer science, as well as those with an interest in privacy, digital forensics, electronic evidence, legal frameworks and law enforcement.

Book excerpt: This edited volume explores European cultural diplomacy, a topic of growing interest across the scholarly and applied public policy communities in recent years. The contributions focus on Europe, culture and diplomacy and the way they are interlinked in the contemporary international context. The European Union increasingly resorts to cultural assets and activity for both internal and external purposes, to foster European cohesion and advancing integration, and to mitigate the demise of other foreign policy components, respectively. This calls for an analysis of the strategic role of culture, especially as it relates to the realm of EU external action. The chapters provide a conceptual discussion of culture in international relations and examine how this concept relates to cultural diplomacy and cultural strategy. The authors discuss roles and relationships with the EU’s 2016 Global Strategy and current EU attempts to foster the EU’s political and societal resilience.

Book excerpt: This book is a vital exploration of the harrowing stories of mass displacement that took place in the first half of the 20th century from the perspective of forced migrants themselves. The volume brings together 15 interrelated case studies which show how the deportation, evacuation and flight of millions of people as a result of the First World War intensified rather than alleviated ethnic conflicts which culminated in population transfers on an even larger scale during and immediately after the Second World War. While each chapter focuses on a different group of refugees and displaced persons, the text as a whole looks at the experience of forced migration as a complex set of evolving relationships with the receiving society, the homeland, the broader diaspora and other migrant communities living within the same host country. This innovative, four-dimensional model provides an overarching conceptual framework that binds the chapters together within the longer arc of European history. By going beyond the conventional narratives of national victimhood and (un)successful assimilation of refugees, A Transnational History of Forced Migrants in Europe reveals that identities of forced migrants in the first half of the 20th century were individualised, hybrid and constantly reconstructed in response to socioeconomic forces and political pressures. The case studies collected in this volume further suggest that age, gender, social class, educational level and the personal experiences of 'unwilling nomads' are more important to the understanding of forced migration history than ethnoreligious identities of victims and perpetrators.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the European Union’s contribution to providing security in Europe amidst an increasingly complex and challenging environment. In this new and comprehensive guide to the EU's role in security since the end of the Cold War, the authors offer an explanation of EU internal and external security regimes, and argue that the Union has become an important exporter of security within its region. However, the Union’s rhetorical ambitions and commitments continue to outstrip its capabilities and it lacks both a common conceptualisation of security and a meaningful, shared strategic culture. Drawing extensively on primary sources the book examines the Union’s relations with the US and Russia in a time of shifting geostrategic calculations and priorities. With the EU capacity for enlargement slowing, this text presents a detailed assessment of EU security policies towards Central Europe, the Mediterranean, the Western Balkans, Eastern Europe and South Caucasus. European Union Security will be of interest to students and scholars of the EU, security studies, and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: Historically, European churches have played a large part in the provision of welfare. Responsibility, however, has gradually shifted to the state - a shift that forms an integral part of the process of secularization and one that has been readily accepted by European populations. But what happens when the state itself begins to recede - a process that is occurring in most, if not all, European societies for a wide variety of reasons? The implications for welfare are considerable, not least for the role of the churches which begin to resume the responsibilities previously shed but in new and different ways. This book looks at the connections between religion and welfare in Europe, exploring in detail eight European societies - Finland, Norway, Sweden, England, Germany, France, Italy and Greece. The different theological traditions, different church-state relationships and different welfare regimes are all examined. The analysis is based on first hand empirical research which considers not only the changing situation on the ground, but attitudes towards this within a range of different constituencies - the churches, local government and the general public. Particular attention is paid to the significance of gender in both the process of change and in attitudes towards this. Welfare and Religion in 21st Century Europe: Volume 1 represents comparative research at its best and highlights key policy implications for the future. A companion book, Welfare and Religion in 21st Century Europe: Volume 2 explores thematically the changing nature of religion and welfare and the new relationships that are emerging between the religious and the secular, and between church and state in the 21st century.
