Book excerpt: Security issues in Southeast Europe are tricky because the region has been in turmoil for many years. North Atlantic Treaty Organization (NATO) stands out as a likely counterweight to the local problems that have plagued the region, and could serve as a stabilizing force. The book focuses on counter-terrorism measures that can be taken in Southeast Europe, specifically by NATO allies in the region. NATO has played an important role in Southeast Europe in the post-Cold War years. Their brief and selective bombing operation in 1995 helped bring the Bosnian War to a conclusion and the participants to the Dayton Conference. In 1999, their more extensive bombing campaign halted Serb incursions into the Yugoslav Republic of Kosovo. In addition, the Partnership for Peace (PfP) program eventually included most of the states in the region. While there has been no direct involvement of NATO in the Black Sea region, both Georgia and Ukraine have at times made serious bids for membership, as PfP members. Creation of the NATO-Russia Council makes that important nation part of the dialogue as well. The central argument of the book focuses on the thesis that NATO involvement in both regions can be a significant factor that contributes to prospects for security in the area.

Book excerpt: In this publication possible ways to promote security cooperation in the Wider Black Sea Area are being addressed. The area holds major importance for Euro-Atlantic security. Strategically located at the crossroads of Europe, the Middle East and Central Asia, the region, after the dual NATO-EU enlargement in 2004-2007, became part of the periphery of the common Euro-Atlantic security system, with critical value for European energy security and the war on terrorism. The region faces a variety of security challenges, including regional conflicts, ethnic strife, terrorism, and powerful organized crime, while many of the countries have weak institutions, turbulent political systems, unstable economies and lack of democracy. In addition, the traffic of drugs to the West, the steady stream of militancy from the Middle East, and the energy lines from the oil and gas-rich regions of the East to an energy-hungry Europe gradually define the Wider Black Sea Area as a region urgently requiring political attention and investment in its security. This publication is intended to provide fresh ideas on the possible areas of security cooperation, even as the authors agreed that comprehensive, far-reaching policies are hard to attain in the near future.

Available in PDF, EPUB and Kindle. Book excerpt: NATO and Terrorism posits that the post 9/11 war on terrorism has had a profound effect on NATO's post Cold War structure and military missions. NATO and Terrorism focuses on the decades from 1989 until 2009, during which NATO underwent two major transformations. The first was the expansion from sixteen to 26 member states. This section traces the evolution of the new member states from communist enemies to democratic partners, looking at their differences and similarities, the reactions of their publics to membership, and their involvement in NATO activities. The second was the radical shift in the missions of the alliance and the book analyzes the military operations in Bosnia, Kosovo, Afghanistan, and Iraq as well as the new issue of the Missile Shield for Europe. Both sections also look at how inclusion of more states is predicated on the conclusion that their geopolitical position makes them a barrier against terrorism centered further east and how the missions involve the struggle against several varieties of terrorism.

Book excerpt: Cross-border cooperation is vital to overcoming obstacles to security building and the consolidation of stability, particularly in regions prone to political upheaval and conflict. This book presents papers from the NATO Advanced Research Workshop entitled “Security and Cross-Border Cooperation in the EU, Black Sea Region and Southern Caucasus”. This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.

Available in PDF, EPUB and Kindle. Book excerpt: Offering theoretical insights on region building, this book explores the attempts to formulate a political and institutional vision for the Black Sea region in the post-9/11 era and in the context of the enlargements of the EU and NATO. It investigates in depth these attempts, viewed as a failure by the key actors involved, in order to understand how regions emerge in international politics as well as how and why they may fail to come into being. To this end, the book explores a range of factors that impacted region building in the Black Sea, considering the role of region builders involved, their practices and the context of their actions, and the spatial representations and security discourses that were integral to the region building process. Hence, attention is paid to how these factors both enabled and constrained the discursive construction of the Black Sea region, thus identifying the elements that distinguish the Black Sea from other successful cases of region building. Based on critical approaches towards international relations and political geography, this book both expands and deepens the scope and understanding of regions and will thus appeal to academics and students in the fields of International Relations, Security Studies, Political Geography, and Regional Integration.

Available in PDF, EPUB and Kindle. Book excerpt: Following the passage of the fifteenth and twentieth anniversaries of the entry of many former communist states into both NATO and the EU in 2019, this book takes a comprehensive look at the changed security conditions of these new member states. How has NATO and EU membership improved their overall defence protection, and what elements are still missing for them on an individual state basis? Utilising alliance politics theory, convergence/divergence theory and defence policy theory, the book provides an invaluable assessment of defence policies, from the stable East Central European states to the most jeopardised Baltic states in the north of Europe. With chapters on the Cold War defence conditions during the last two decades of Soviet domination, post 1989–91 transformations in the direction of democracy and the impact of the 2014 Ukraine–Russia–Crimea crisis, this book is essential reading for those seeking to understand the changed landscape of European politics in the twenty-first century.

The European Union stretches to the sea’s western coast where it meets former Soviet territory as well as EU candidate Turkey. Regional tensions include those over NATO enlargement, a US anti-ballistic missile system, access to the Black Sea, democratization, spheres of interest and the conflict zones of Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. In addition, the region’s close proximity to the Caspian basin offers the prospect of alternative energy resources and routes to western states. The Politics of the Black Sea Region: EU Neighbourhood, Conflict Zone or Future Security Community? explores and examines the many diverse political, security and economic interests that affect the region and the possible outcomes for it. By reviewing the wider history and examining the political systems and policies of the Black Sea nations and organizations as well as analyzing current tensions and future trends, it provides an invaluable, comprehensive and unique political guide to this fascinating area.

Book excerpt: The purpose of NATO: From Regional to Global Security Provider is to provide a comprehensive analysis of the Alliance’s new vision (the new Strategic Concept) and common security impact – associated tasks to be undertaken within a short and longer term time horizon. The book serves as a relevant and timely study of the most pressing issues facing NATO today – including recent lessons gained. It provides recommendations for consideration and further discussion (i.e., the “what” and the “how” regarding future policy options for the North Atlantic Alliance). The intended audience includes international security policy-makers, government officials, elected leaders, academics, interested professionals, civil society and members of the public. Specifically, the book focuses on six topic areas. Part I, the Introduction, relates to conceptual and organizational changes, membership expansion and enlargement. Part II consists of emerging security challenges, including terrorism, piracy, homeland threats, cyber defense and information warfare, energy security, non-proliferation and countering WMD. Part III incorporates national and regional challenges such as the Balkans, Iraq, Afghanistan/Pakistan, the Horn of Africa, North Africa and the Middle East. Part IV deals with military and non-military assets. It integrates capability development, burden sharing, common funding, ballistic missile defenses and the phased adaptive approach, non-strategic nuclear weapons, and a broad-based comprehensive approach to security. Part V covers multifaceted collaborative relationships between NATO and various governmental, inter-governmental, and non-governmental bodies. This section incorporates outreach and engagement with Russia, India, Pakistan, and China, as well as with other non-NATO countries, the Mediterranean Dialogue (MD), and the Istanbul Cooperation Initiative (ICI). Formal and informal linkages with the EU, OSCE, and the UN are also essential features of such a cooperative activity. Additionally, the expanding participation of civil society and growing involvement of new key NATO interlocutors (e.g., NGOs, academics) have created new international partnering opportunities as a means of bolstering global security through innovative public-private partnerships. Part VI includes a Summary and Conclusions.
