This path-breaking study examines state budget offices as institutional actors, with special attentio to the role of budget examiners. Drawing on empirical findings from field studies of eleven states in the American heartland, the authors demonstrate how budgeting at the state level has become more policy-oriented, requiring complex decision making by budget analysts. The incrementalist model of budgetary decision-making thus gives way to a multiple rationalities model. The authors illustrate the decision-making model with the story of two office examiners who have distinctly different orientations as they begin their work, and contrast the different decision nationalities that come into play for them at different points in a typical budget cycle. Detroit's 2013 bankruptcy underscored the nearly 130 years of fiscal missteps and false assumptions that rendered the museum particularly vulnerable to the monetary power of a global art investment community eager to capitalize on the city's failures and its creditors' demands. This is a remarkable and important contribution to many fields, including non-profit management and economics, cultural policy, museum and urban history, and the histories of both the Detroit Institute of Arts and the city of Detroit itself. Book excerpt: Transparency and luminescence have reemerged in the vocabulary of architecture, and light and "lightness" have become key concepts for a significant number of contemporary architects, as well as artists who create installations. Recent work by these designers recalls the use of transparent materials in early modern structures, but they have introduced new ideas and technical solutions. In doing so, they have redefined the relationship between the observer and the structure by interposing elements that both veil and illuminate. In this architecture of lightness, buildings become intangible, structures shed their weight and facades become unstable, dissolving into an often luminous evanescence. The 33 projects illustrated in this book exemplify this emerging sensibility, which is examined in a penetrating essay by Terence Riley, chief curator of the department of architecture and design at The Museum of Modern Art, that places the new work in a broad historic and cultural perspective. More than 30 architects are represented in this international selection, and it includes a broad range of building types, scales and technologies, from the small Leisure Studio created by a group of young Finnish architects to Renzo Piano's enormous Kansai International Airport in Japan.
