Book excerpt: Since the inception of the North Atlantic Treaty Organization, the northern flank nations have played quite conspicuous roles in East-West politics, although in very different ways. Norway and Denmark are charter members of NATO, Iceland joining shortly thereafter; all have been consistently supportive of NATO, albeit exercising low military profiles (e.g., neither Norway nor Denmark permits the peacetime location of nuclear weapons on their soil). Finland has traditionally acted as a buffer and broker between the Soviet Union and the other Scandinavian states, while Sweden has deliberately pursued a policy of strictly observed and well-armed neutrality. Although there have been some deviations from these general patterns, on the whole, they have held relatively constant in the post war years and need not be recounted at length here. The consensus regarding the Northern Flank is that it represents a stable geographic area, the quiet corner of Europe, one relatively devoid of the East-West volatilities and tensions which have characterized other parts of the continent over the past thirty years.

The Soviet's overriding strategic objectives in the Nordic region are to protect its northern flank and secure the sea lines of communication to the North Atlantic from the Murmansk area through the Barents and North Seas and from the Leningrad area through the Baltic and North Seas. In pursuit of the above objectives, the Soviets are expanding their area of influence farther westward from the naval bases of the Baltic and Barents Seas to the forward defense line of Western naval strategy in the North Atlantic, the strategic Greenland-Iceland-United Kingdom gap. This expansion of Soviet naval jurisdiction, by flanking movements through the Barents, Norwegian, Baltic, and North Seas, may eventually be intended to isolate the Nordic region from Western influence and eradicate NATO's Northern Flank. The NATO Alliance must recognize that the resolution of the security problems along the Northern Flank may essentially be a naval issue.

Book excerpt: During the 1960s - in the midst of its retreat from empire - the British government had to grapple with complex political and military problems in order to find a strategic defence policy that was both credible and affordable. Addressing what was perhaps the most contentious issue within those debates, this book charts the arguments that raged between supporters of a land based air power strategy, and those who favoured aircraft carriers. Drawing upon a wealth of previously classified documents, the book reveals how the Admiralty and Air Ministry became interlocked in a bitter political struggle over which of their military strategies could best meet Britain's future foreign policy challenges. Whilst the broad story of this inter-service rivalry is well known - the Air Force's proposal for a series of island based airfields, and the Navy championing of a small number of expensive but mobile aircraft carriers - the complexity and previous lack of archival sources means that it has, until now, only ever been partially researched and understood. Former studies have largely focused on the cancellation of the CVA-01 carrier programme, and offered little depth as regards the Royal Air Force perspectives. Given that this was a two-Service rivalry, which greatly influenced many aspects of British foreign and defence policy decisions of the period, this book presents an important and balanced overview of the complex issues involved.
