The use of water from Lost River and Warm Spring Creek above the Narrows was not restricted at all till August 17, because the irrigation of hay bottoms had ceased before low water and because the benefit of such regulation to the ranchers below seemed very doubtful. Antelope Creek waters nearly acres of wild hay meadows and less than 300 acres of other crops, so that no regulation whatever of the use of Water from that stream was needed. The diversions from other creeks and springs were regulated in part, but since their flow in every case failed to reach the river, the regulation was not enforced, and it is very doubtful if the decree can be enforced against them in the future.
