In 2015-16 some 38% of preschool children were stunted and 21% were wasted, while more than half of Indian mothers and children were anemic. There are many posited explanations for the high rates of malnutrition in India, but surprisingly few discuss the role of Indian diets, particularly the affordability of nutritious diets given low wages and the significant structural problems facing India’s agricultural sector. This study was undertaken to address knowledge gaps around the affordability of nutritious diets in rural India. To do so we used nationally representative rural price and wage data to estimate the least cost means of satisfying India-specific dietary recommendations, referred to as the Cost of a Recommended Diet (CoRD), and assess the affordability of this diet relative to male and female wages for unskilled laborers. Although we find that dietary costs increased substantially over 2001-2011 for both men and women, rural wage rates increased more rapidly, implying that nutritious diets became substantially more affordable over time. However, in absolute terms nutritious diets in 2011 were still expensive relative to unskilled wages, constituting approximately 50-60% of male and about 70-80% of female daily wages, and were often even higher relative to minimum wages earned from the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Since many poor households have significant numbers of dependents and substantial non-food expenditure requirements, it follows that nutritious diets are often highly unaffordable for the rural poor; we estimate that 45-64% of the rural poor cannot afford a nutritious diet that meets India’s national food-based dietary guidelines. Our results point to the need to more closely monitor food prices through a nutritional lens, and to shift India’s existing food policies away from their heavy bias towards cereals. Achieving nutritional security in India requires a much more holistic focus on improving the affordability of the full range of nutritious food groups and ensuring that economic growth results in sustained income growth for the poor.

Book excerpt: Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Book excerpt: The primary aim of this study is to prioritize investment required for scaling up climate-smart agriculture (CSA) technologies across different districts of Telangana state, which is in the semi-arid region of India. First, we analysed the trade-offs between expected agricultural income and its deviation across districts under drought and normal weather scenarios. The conventional MOTAD model was extended with various climate-smart technologies to assess their role in minimizing the trade-offs under various weather scenarios. A district-level panel dataset on cost of cultivation and crop production for 11 major crops under six different climate-smart technologies and farmers’ practices for five years (2010-11 to 2014-15) has been used. The dataset comprised a collation of official statistics on cost of cultivation, focus group interviews with farmers over the years, and data from experimental plots of Regional Agricultural Research Stations. The analysis reveals that the adoption of CSA technologies is likely to reduce production risk by 16% compared to farmers’ traditional practices (FTPs) while achieving optimum levels of crop income. Under a scenario of higher probability of drought, production risk is likely to increase by 12% in the state under FTPs; the adoption of CSA technologies could reduce the risk by 25%. The study suggests increasing investments in farm ponds and un-puddled machine transplanting in rice to minimize the risk-return trade-offs under a higher drought frequency scenario. Finally, the study generates evidence for policymakers to make informed investment decisions on CSA in order to enhance farming system resilience across districts in the semi-arid state of Telangana, India.

This publication is building on the ‘International Workshop and Regional Expert Consultation on Mountain Agriculture Development and Food Security and Nutrition Governance’, held by FAO RAP and UIR in November 2018 Beijing, in collaboration with partners from national governments, national agriculture institutes, universities, international organizations and international research institutes. The publication provides analysis with evidence on how mountain agriculture could contribute to satisfying all four dimensions of food security, to transform food systems to be nutrition-sensitive, climate-resilient, economically-viable and locally adaptable. From this food system perspective, the priority should be given to focus on specialty mountain product identification (e.g. Future Smart Food), production, processing, marketing and consumption, which would effectively expose the potential of mountain agriculture to contribute to Zero Hunger and poverty reduction. In addition, eight Asian country case studies not only identify context-specific challenges within biophysical-technical, policy, socio-economic and institutional dimensions.
