She's a collector of fine things, so she has to wonder. . . What the hell was the Pentagon was thinking when they assigned her Major Lee Blackhart? Lee is a charming rogue, used to living life on the edge, and his needs are simple-a fast car, a beautiful woman, and a bottle of Jack Daniel's. His exploits with women are legendary and yet he still manages to have them lined up outside his door. Lee could have his pick of any one of them. . . But the one he really wants is Ming. When they're forced to work undercover together on an operation that takes them from Baghdad to Moscow, the unlikely pair find they also seem to work together under the covers. Will the country-music-loving, red-corvette-driving rascal succeed in capturing the heart of a woman whose taste runs more to chardonnay, BMWs, and Manolo Blahniks? Or will Ming's win-at-all-costs decision destroy the trust between them?

Book excerpt: Text no. 1: The variety of topics covered & the quality of the contributors make these two volumes a necessary part of any law library in the world. The essays are designed to overlap in the well-tested & established fields & branches of law dealing with contemporary issues which lawyers, diplomats, political scientists, politicians & research scholars are familiar with. The essays fully demonstrate the depth of knowledge of the eminent professors & specialists who have written them. The two volumes of essays are divided into seven parts. Volume One, entitled Contemporary International Law & Human Rights , focuses essentially on subjects relating to International Law & is divided into three sections. Part one of the first volume encompasses Topics in International Law such as Some New Thoughts on the Codification of International Law by his Excellency Judge Roberto Ago; Evidence in the Procedure of the International Court of Justice: The Role of the Court by His Excellency Judge Manfred Lachs; The Validity of International Law: an Empirical Experiment by Professor Georg Schwarzenberger, with a particularly engaging & incisive Introduction to the two volumes of Essays by Professor Ian Brownlie, Q.C. Human rights subjects still hold pride of place in the thinking of many legal experts & scholars & that is clearly reflected here. The title of the second volume is African Law & Comparative Public Law. Part Five of the essays contains topics of interest in the African Legal system which has its roots in the British Common Law System. Constitutional Law is broadly covered in part six which forms a section of its own in Volume Two. Text no. 2: This Festschrift pays tribute to Judge Taslim Olawale Elias, the leading African exponent of International Law to date. The two volumes of essays are divided into seven parts. The first volume focuses essentially on subjects relating to International Law & is divided into three sections. The title of the second volume is African Law & Comparative Public Law. Part five of the essays contains topics of interest in African Legal system which took its roots from the British Common Law System. Constitutional Law is bloadly covered in part six which forms a section of its own in volume two. Quite apart from the variety of topics covered in this festschrift, the quality of the contributors to it, makes the whole exercise a necessary part of an important collection of any law library in the world. The framework of the essays suggest that they are designed to overlap in the well-tested & established field of law & those branches of law dealing with contemporary issues which lawyers, diplomats, political scientists, politicians & research scholars are familiar with. The richness of the festschrift is matched only by the mutually reinforcing manner in which the presentation was made. The essays fully demonstrate the depth of knowledge of the eminent professors & specialists wh

Book excerpt: The First Additional Protocol to the Geneva Conventions ("AP I") is central to the modern law of war, widely referred to as international humanitarian law outside the United States. It updates the Geneva Conventions for protection of war victims and combines them with new or updated rules governing hostilities and the use of weapons found in the Hague Regulations Respecting the Laws and Customs of War. Due to its comprehensive nature and adoption by a majority of States, AP I is frequently cited as the source for law of war rules by attorneys and others interested in protecting humanitarian interests. The challenge for United States attorneys, however, is that their country is not a party to AP I and has been a persistent objector to many of its new rules. While the United States signed the First Additional Protocol to the Geneva Conventions in 1977, it determined, after 10 years of analysis, that it would not ratify the protocol. President Reagan called AP I "fundamentally and irreconcilably flawed."1 Yet, as will be detailed throughout this guide, United States officials have declared that aspects of AP I are customary international law. Forty years after signing AP I, and 30 years after rejecting it, the United States has never presented a comprehensive, systematic, official position on the protocol. Officials from the United States Departments of Defense and State have taken positions on particular portions of it. This guide attempts to bring those sources together in one location.

Book excerpt: This book provides a key reference on the role of the Commonwealth and its member states in relation to international humanitarian law (IHL). It provides insights in the implementation of IHL in Commonwealth states and, particularly, the challenges faced by small states. It examines the progressive development of IHL in the Commonwealth and provides an analysis of some of the landmark decisions emerging from the Special Court for Sierra Leone. The book was developed collaboratively between the Commonwealth Secretariat and the International Red Cross and Red Crescent Movement. In this regard, it contains insights in the work of the Secretariat with regard to implementation of IHL and an assessment of legislation enacted by Commonwealth states as well as an accession chart to IHL instruments. It expounds on the work of the Movement, including the role of National Societies, the International Humanitarian Fact-Finding Commission, and the development of international disaster response law, rules and regulation. This book was based on a special issue of Commonwealth Law Bulletin.

Book excerpt: President Obama's former White House chief of protocol looks at why etiquette and diplomacy matter--and what they can do for you. History often appears to consist of big gestures and dramatic shifts. But for every peace treaty signed, someone set the stage and provided the pen. As social secretary to the Clintons for eight years, and more recently as chief of protocol under President Obama, Capricia Penavic Marshall has not just borne witness to history, she facilitated it. For Marshall, diplomacy runs on the invisible gesture: the micro moves that affect the macro shifts. Facilitation is power, and, more often than not, it is the key to effective diplomacy. In Protocol, Marshall draws on her experience working at the highest levels of government to show how she enabled interactions and maximized our country's relationships, all by focusing on the specifics of political, diplomatic, and cultural etiquette. By analyzing the lessons she's learned in more than two decades of welcoming world leaders to the United States and traveling abroad with presidents, first ladies, and secretaries of state, she demonstrates the complexity of human interactions and celebrates the power of detail and cultural IQ. From selecting the ideal room for each interaction to recognizing gestures and actions that might be viewed as controversial in other countries, Marshall brings us a master class in soft power. Protocol provides an unvarnished, behind-the-scenes look at politics and diplomacy from a unique perspective that also serves as an effective, accessible guide for anyone who wants to be empowered by the tools of diplomacy in work and everyday life.

Book excerpt: International Marine Mammal Law is a comprehensive, introductory volume on the legal regimes governing the conservation and utilisation of marine mammals. Written as a textbook, it provides basic overviews of international conservation law, which enable the reader to understand the greater implications of governance of a specific group of species. Paired with biological information on some marine mammal species, the international regimes for whales, seals and polar bears are explored — either as part of global regimes of international environmental governance or as regimes that were specifically designed for them. The book concludes with outlooks on the future of international marine mammal law, particularly in light of Japan’s withdrawal from the International Convention for the Regulation of Whaling in July 2019.

Book excerpt: Welcome back to the International Security Protocols Workshop. Our theme for this, the 14th workshop in the series, is “Putting the Human Back in the Protocol”. We’ve got into the habit of saying “Of course, Alice and Bob aren’t really people. Alice and Bob are actually programs running in some computers.” But we build computer systems in order to enable people to interact in accordance with certain social protocols. So if we’re serious about system services being end-to-end then, at some level of abstraction, the end points Alice and Bob are humanafterall.Thishascertainconsequences.Weexploresomeoftheminthese proceedings, in the hope that this will encourage you to pursue them further. Is Alice talking to the correct stranger? Our thanks to Sidney Sussex College, Cambridge for the use of their faci- ties, and to the University of Hertfordshire for lending us several of their sta?. Particular thanks once again to Lori Klimaszewska of the University of C- bridge Computing Service for transcribing the audio tapes, and to Virgil Gligor for acting as our advisor.

Book excerpt: Clayton Tucker and his colleagues at the Dallas Observer eagerly prepare to cover the anniversary of the first human heart transplant using a cloned heart. Cloning, stem cell therapy and gene splicing have become nearly routine in 2016 and have opened the door to advances in medicine only dreamed of ten years earlier. Traveling to South Africa where the first heart transplant was done fifty years earlier, Clay discovers that Pontiac Pharmaceuticals has been closely involved in the research surrounding both the original transplant and the one in Dallas. Clay and Brian Singh begin looking into Pontiac and learn that it is part of Omega Security Systems; a multinational arms dealer fronting for a counter espionage organization. However, a power struggle is underway at Pontiac and Clay is contacted by Pontiacs COO Darius Kent. Kent is concerned that an advanced unstable biological weapon is being developed at the companies lab in Bosnia by the companys president, the Colonel. Kent helps Clay and Brian infiltrate the lab using the newly developed counter insurgency macro skin. They pose as two of the companies researchers recently transferred to the lab. Here they are confronted with ultimate biological weapon, the Alastor. Clay and Brian are able to download the Alastor research and escape the lab. Now the two must get back to Dallas with the data intact hopefully in time. The initial field test of the weapon is only days away.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades or so, legal literature has devoted much attention to various human rights issues at both the national and international levels. Yet there has been comparatively little written on the concept and importance of individual duty within the human rights discourse. This book attempts to comprehensively and systematically examine the corollary of human right - the principle of individual duty - from a number of different perspectives, including history, the law (principally international human rights and humanitarian law and national constitutional law), philosophy, jurisprudence, religion, and ethics. The author attempts to demonstrate that a greater emphasis upon individual duties is consistent with a cultural relativist critique, natural law theory, the experience of national legal systems and regional human rights systems, certain socio-political philosophies and conventional sociological postulates, and the dictates of good public policy. The author urges the assignment of a greater, indeed revived, role for the principle of individual duty in order to achieve a more salutary balance between rights and duties and in the relationship between individual freedom and the welfare of the general community.

Book excerpt: This book analyses India’s relations with its neighbours (China, Pakistan, Bangladesh, Sri Lanka) and other world powers (USA, UK, and Russia) over a span of 60 years. It traces the roots of independent India’s foreign policy from the Partition and its fallout, its nascent years under Nehru, and non-alignment to the influence of economic liberalization and globalization. The volume delves into the underlying reasons of persistent problems confronting India’s foreign policy-makers, as well as foreign-policy interface with defence and domestic policies. This book will be indispensable to students, scholars and teachers of South Asian studies, international relations, political science, and modern Indian history.
