Book excerpt: This book examines the emergence of authoritarian populist regimes, analyzing Brazil as a case study. The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved. Finally, the existing weaknesses in each of these social protection sectors are identified in the context of the literature on policy dismantling, revealing the strategies used to take advantage of these political and institutional weaknesses. This book will appeal to students, scholars, and researchers of political science and public policy, interested in a better understanding of de-democratization by social policy dismantling.

Book excerpt: "After one of the longest military regimes in Latin America's history, Brazil transitioned to democracy in 1985. It was inevitable that, from then on, the political power of the military would decline. However, the extent to which the country's armed forces would eschew politics was never clear, given the vast role it had always played in domestic affairs since the onset of the republic in 1889."

Available in PDF, EPUB and Kindle. Book excerpt: How does the state separate music from noise? How can such a filtering apparatus shape the content and form of sound production in the city? As a marker of co-presence to the hearing body, sound is always open to (or rather opens up) the politics of shared existence. In the throes of the post-dictatorship period, Brazil's legislative and executive branches implemented a series of sweeping measures to address quality of life concerns, including environmental pollution and urban inequality. In São Paulo, noise control became a recurrent controversy, growing in size and scale between the 1990s and 2010s. Together with the much-debated fear of crime and the socioeconomic and cultural tensions between the rich urban center and the poor peripheries, such ecological agendas against noise as a harmful pollutant have reconfigured the presence of environmental sounds in the city. In this book, Cardoso argues that the framing of specific sounds as unavoidable, unnecessary, or as harmful "noise" has been an effective strategy to organize spaces and administer group behavior in this rapidly expanding city. He focuses on two interrelated processes. First, the series of institutional regulatory mechanisms that turn sounds into the all-embracing "noise" susceptible to state intervention. Second, the constant attempts of interested groups in either attaching or detaching specific sounds (musical events, industrial noise, traffic noise, religious sounds, etc.) from regulatory scrutiny. Sound-politics is the dynamic that emerges from both processes - the channels through which sounds enter (and leave) the sphere of state regulation.

Available in PDF, EPUB and Kindle. Book excerpt: The book analyzes the elite-led efforts to transform the Brazilian legal order in the period between 1930–1975 and how U.S. Power played a major role in such a process. Besides the global circulation of ideas, the book discusses the Brazilian institutional development in the period. A profound "Crisis of Civilization" marked the first decades of the century: the references of space and time vanished with the vertiginous expansion of cities and industries, while a myriad of immigrants and former slaves were alleged to be threatening the country’s traditions. Brazilian elites blamed liberalism for such a "Crisis". Based on a decade of research, this book centralizes Brazilian history in liberalism and offers a genealogy of the jurisprudential and institutional struggles to correct the culture of laissez-faire. Using archival sources, it shows the direct U.S. influence on Brazilian thought and development. Recasting the history of legal ideas in the 20th century and providing novel interpretations on major political processes, it offers a rigorous and fresh look at the development of liberalism in the country. Covering five decades of history and offering a transnational approach involving the U.S. hegemonic role in Brazil, this book will be of interest to scholars and students of law, U.S. foreign policy, area studies and international relations.

Book excerpt: Bringing the analysis of Brazil's economic performance up to date, Baer's classic text remains the only book in English to provide a thorough historical, statistical, and institutional description of the Brazilian economy. After touching on such issues as Brazil's exporting economy prior to the 1930s, the impact of external shocks, and the historical struggle to bring inflation under control, the book turns to contemporary issues. The changing nature of Brazil's international trading and investment links, the past role of state enterprises and the process of privatization, the agricultural sector, environmental issues, and the economics of the health delivery system are thoroughly examined. Offering a full statistical and institutional description of Brazil's economy, this book includes a review of the major controversies surrounding such issues as the high degree of concentration in the country's income distribution, the causes of inflation, the impact of various stabilization programs, and the influences of the state in the economy. Scholars, students, international institutions dealing with development, and corporate officers dealing with Latin America will welcome this up-to-date, definitive book on one of the world's largest economies.
