Book excerpt: When the Civil War broke out he sold his lucrative business and chiefly at his own expense, raised a battery which throughout the war was known as Bouton’s Battery—Battery I, First Regiment, Illinois Light Artillery. Generals Halleck and Sherman both pronounced him the best artillery officer in the army. "He was the most daring brigadier we had in the West." Bouton met Captain Ulysses S. Grant in Illinois just after the outbreak of war. He met Sherman at Shiloh. In that battle, at Corinth, on the Mississippi, at Tupelo and elsewhere, Edward Bouton served with both Generals and proved his worth as an outstanding officer. Now you can read about this remarkable man and his wartime exploits, one of the forgotten heroes of the American Civil War. Every memoir of the American Civil War provides us with another view of the catastrophe that changed the country forever. For the first time, this long out-of-print volume is available as an affordable, well-formatted book for e-readers, tablets, and smartphones. Book excerpt: Historians now recognize the brilliant record of the 4th New York Independent Battery at the Battle of Gettysburg. Alone and only feebly supported, this artillery battery, led by Captain James Smith, bore the first assault of Hood's Division on Devil's Den, in front of Round Top in the battle of the second day. Smith himself was commended on the field by General Henry Jackson Hunt (chief of artillery). The 4th Battery imposed a delay on Hood's troops at Devil's Den, which gave time to Union General Warren to hasten forward defenders for Little Round Top, which, it is claimed, was lost by the enemy by less than five minutes. The title is ironic, since in Smith's day, the activities of the 4th at Gettysburg were little known. In addition to a detailed account of Gettysburg by Smith, this book contains stories and anecdotes from other parts of the battery's service. Front-line accounts of the American Civil War bring an immediacy to a long-ago event and connect us to these everyday men and women who lived it. Available in PDF, EPUB and Kindle. Book excerpt: The history of this unexpected Confederate victory in Civil War Mississippi, told through a collection of first-person soldier accounts. An insignificant crossroads in northeast Mississippi was an unlikely battleground for one of the most spectacular Confederate victories in the western theater of the Civil War. But that is where two generals determined destiny for their men. Union general Samuel D. Sturgis looked to redeem his past military record, while hard-fighting Confederate general Nathan Bedford Forrest aimed to drive the Union army out of Mississippi or die trying. In the hot June sun, their armies collided for control of north Mississippi in a story of courage, overwhelming odds, and American spirit. In this book, Stewart Bennett retells the day’s saga through a wealth of first-person soldier accounts. Includes photos

Available in PDF, EPUB and Kindle. Book excerpt: Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.
