Book excerpt: Sumud, meaning steadfastness in Arabic, is central to the issues of survival and resistance that are part of daily life for Palestinians. Although much has been written about the politics, leaders, and history of Palestine, less is known about how everyday working-class Palestinians exist day to day, negotiating military occupation and shifting social infrastructure. Wick’s powerful ethnography opens a window onto the lives of Palestinians, exploring specifically the experience of giving birth. Drawing upon oral histories, Wick follows the stories of mothers, nurses, and midwives in villages and refugee camps. She maps the ways in which individuals narrate and experience birth, calling attention to the genre and form of these stories. Placing these oral histories in context, the book looks at the history of the infrastructure surrounding birth and medicine in Palestine, from large hospitals to village clinics, to private homes. As the medical landscape changed from centralized urban hospitals to decentralized independent caregivers, women increasingly carved a space for themselves in public discourse and employed the concept of sumud to relate their everyday struggles.

It describes how "dabkeh," a type of dance performed at Palestinian weddings, became a model for the Israeli Jewish "debkah" as a means of affirming Israeli Jewish belonging and common society. The Palestinian "dabkeh," in turn, acquired nationalist meanings, especially after the 1967 war and the occupation of the West Bank. The book traces the history of these competing, and conflicting, dance forms, basing the argument principally on the ethnographic study of two Palestinian and one Israeli Jewish dance group conducted between 1998 and 1999. The result is a fascinating parallel ethnography, showing how the ethnography of dance forms contributes to evolving notions of collective national and political identity in a context of unequal power.

Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country’s engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Drawing on fieldwork, qualitative case-studies, and critical policy analysis, it questions the dominant idea that the haphazardness, inconsistency, and fragmentation of refugee governance are only the result of forced displacement or host state fragility and the related capacity problems. It demonstrates that the endemic ambiguity that determines refugee governance also results from a lack of political will to create coherent and comprehensive rules of engagement to address refugee ‘crises.’ Building on emerging literatures in the fields of critical refugee studies, hybrid governance, and ignorance studies, it proposes an innovative conceptual framework to capture the spatial, temporal, and procedural dimensions of the uncertainty that refugees face and to tease out the strategic components of the reproduction and extension of such informality, liminality, and exceptionalism. In developing the notion of a ‘politics of uncertainty,’ ambiguity is explored as a component of a governmentality that enables the control, exploitation, and expulsion of refugees. The reason, Allaine Cerwonka and Liisa H. Malkki argue, is that ethnographic theorization is essentially improvisatory in nature, conducted in real time and in necessarily unpredictable social situations. In a unique account of, and critical reflection on, the process of theoretical improvisation in ethnographic research, they demonstrate how both objects of analysis, and our ways of knowing and explaining them, are created and discovered in the give and take of real life, in all its unpredictability and immediacy. Improvising Theory centers on the year-long correspondence between Cerwonka, then a graduate student in political science conducting research in Australia, and her anthropologist mentor, Malkki. Through regular e-mail exchanges, Malkki attempted to teach Cerwonka, then new to the discipline, the basic tools and subtle intuition needed for anthropological fieldwork. The result is a strikingly original dissection of the processual ethics and politics of method in ethnography.
