This lack of integration means that it is more costly for Bangladesh and India to trade with each other than for either of them to trade with Europe. As a result, bilateral trade represents only about 10 percent of Bangladesh’s trade and a mere 1 percent of India’s trade. Connecting to Thrive: Challenges and Opportunities of Transport Integration in Eastern South Asia presents a collection of innovative technical analyses that show what is needed to achieve seamless connectivity in the region. The report explores the extent to which the Bangladesh-Bhutan-India-Nepal Motor Vehicles Agreement (MVA) supports the cross-border operation of road transport services and identifies the gaps in the agreement that need to be addressed to improve its effectiveness. Book excerpt: Since the end of the U.S.-Soviet Cold War, there has been growing discussion of the possibility that technological advances in the means of combat would produce ftmdamental changes in how future wars will be fought. A number of observers have suggested that the nature of war itself would be transformed. Some proponents of this view have gone so far as to predict that these changes would include great reductions in, if not the outright elimination of, the various impediments to timely and effective action in war for which the Prussian theorist and soldier Carl von Clausewitz (1780-1831) introduced the term "friction." Friction in war, of course, has a long historical lineage. It predates Clausewitz by centuries and has remained a stubbornly recurring factor in combat outcomes right down to the 1991 Gulf War. In looking to the future, a seminal question is whether Clausewitzian friction would succumb to the changes in leading-edge warfare that may lie ahead, or whether such impediments reflect more enduring aspects of war that technology can but marginally affect. It is this question that the present essay will examine.

Book excerpt: Legal Friction: Law, Narrative, and Identity Politics in Biblical Israel tracks the mystery of narratives in the Hebrew Bible and their allusions to Sinai laws by highlighting intertextual allusions created by verbal resonances. While the second and the third parts of the volume illustrate allusions to Sinai narratives made by some narratives occurring in the post-Sinaitic era, twenty-three Genesis narratives are analyzed to show that the protagonists were bound by Sinai Laws before God supposedly gave them to Moses, anticipating the Book of Jubilees. Legal Friction suggests that most of Genesis was composed during or after the Babylonian exile, after the codification of most Sinai laws, which Genesis protagonists consistently violate. The fact that they are not punished for these violations implies to the exiles that the Sinai Covenant was unconditional. In addition, the author proposes that Genesis contains a hidden polemic, encouraging the Judean exiles to follow the revisions of laws of the Covenant Code by the Holiness Code and Deuteronomy. Genesis narratives, like those describing post-Sinai events, often cannot be understood properly without recognition of their allusions to biblical laws.

Terrorists hit Europe’s capital in March. The British population voted for Brexit in June. Turkish armed forces failed to topple Erdoğan in July. A resurgent Russia flexed its military muscles again in the Middle East and actively interfered in American elections, in which the American population elected Trump, in November. We are worried but certainly not surprised by the volatility of contemporary international relations. In previous editions of our contribution to the Dutch government’s Strategic Monitor, we already observed a surge in assertive behavior, noted a dangerous uptick in crises, and warned for the contagiousness of political violence. The current volatility is not a coincidence, but rather the result of fundamental disturbances of the global order that are greatly amplified by rapid technological developments. Most mainstream explanations of recent turbulence focus on power transitions (the decline of the West and the rise of the rest), the concomitant return to more aggressive forms of power politics, and a backlash against globalization. What strikes us is that many of the explanations ignore what we consider one of the most striking mega trends that is reshaping the dynamics of power: the ongoing process of disintermediation. Classic examples are squealing brakes, stiction in robotic arms, or stick-slip in linear drives. To properly design and understand mechatronic systems of this type, good quantitative models of transient friction effects are of primary interest. The theory developed in this book approaches this problem bottom-up, by deriving the behavior of macroscopic friction surfaces from the microscopic surface physics. The model is based on two assumptions: First, rough surfaces are inherently fractal, exhibiting roughness on a wide range of scales. Second, transient friction effects are caused by creep enlargement of the real area of contact between two bodies. This work demonstrates the results of extensive Finite Element analyses of the creep behavior of surface asperities, and proposes a generalized multi-scale area iteration for calculating the time-dependent real contact between two bodies. The toolset is then demonstrated both for the reproduction of a variety of experimental results on transient friction as well as for system simulations of two example systems.
