Book excerpt: Abstract: The main purpose of this paper is to summarize the information currently available on cocaine production and trafficking. The paper starts by describing the available data on cocaine production and trade, the collection methodologies (if available) used by different sources, the main biases in the data, and the accuracy of different data sources. Next, it states some of the key empirical questions and hypotheses regarding cocaine production and trade and takes a first look at how well the data match these hypotheses. The paper states some of the main puzzles in the cocaine market and studies some of the possible explanations. These puzzles and empirical questions should guide future research on the key determinants of illicit drug production and trafficking. Finally, the paper studies the different policies that producer countries have adopted to fight against cocaine production and the role consumer countries play in the implementation of anti-drug policies.

Book excerpt: This book investigates the cross-border trade in illicit drug crops in the global south. It exposes an important paradox: despite all the dangers and negative consequences of these criminal networks, in many cases, they also provide marginalised and excluded communities with important private sources of protection, investment, and employment. This book reconstructs and compares socioeconomic contexts, criminal careers, and changes in farmgate prices of illicit coca and opium poppy crops in Afghanistan, Myanmar, Colombia, and Bolivia. It investigates the politics of strange bedfellows; informal bankers-without-suits providing cross-border financial services to the undocumented and the unbanked; the criminals without borders; and the mystery of illicit crop prices. The book challenges commonly held assumptions and casts new light on how relationships of conflict and accommodation are arranged and re-arranged in fluid, ever-changing contexts, producing often paradoxical outcomes. It then suggests policy reforms and alternative approaches to drug policy, development aid, and peacebuilding work. Researchers and students across development, peacebuilding, illicit economies, and conflict studies will find this book an important source of original research and analysis. It will also be useful for politicians, commentators and public officials considering what to do differently in tackling illicit drug economies.

Book excerpt: Pursuant to a legislative requirement, GAO evaluated the scope, purpose, and effectiveness of U.S. narcotics control efforts in Colombia and Bolivia. GAO found that U.S.-supported crop control, enforcement, and interdiction efforts in Colombia and Bolivia have not produced major reductions in coca and marijuana production and trafficking, and it is questionable whether the efforts will achieve major reductions in the near future. GAO found that Colombia's large-scale efforts have had little effect due to the: (1) unprecedented level of violence associated with narcotics control; (2) lack of an enforceable extradition treaty with the United States for narcotics offenses; (3) general reluctance of the Colombian military forces to become involved in narcotics enforcement; and (4) lack of safe and effective means of chemically eradicating coca. GAO also found that Bolivia's efforts have had little effect due to: (1) the lack of clear legislation in Bolivia outlawing coca cultivation and supporting government control and eradication programs; (2) an inexperienced and ineffective special narcotics police force; (3) limited Bolivian government funding for program objectives; and (4) generalized corruption. In addition, GAO found that the Department of State's Bureau of International Narcotics Matters (INM): (1) did not systematically evaluate program and project performance to assess progress against established goals and objectives or to redirect activities; and (2) does not have guidelines which clearly establish the responsibility for ensuring that INM units perform evaluations. GAO also found that the Agency for International Development's development and narcotics awareness programs in Bolivia have not been effective due to the unwillingness or inability of the Bolivian government to introduce and implement effective coca control and enforcement measures.

Available in PDF, EPUB and Kindle. Book excerpt: Assessing the Harms of Crime provides a firm analytical foundation for making normative decisions about criminal and related policy, taking harm—and its reduction—as a conceptual starting point and supplying the means for systematic, empirical analysis in a harm assessment framework. By exploring harm's place in legal history, theory, criminology, and related fields and by considering the relevance of harm and its reduction for both criminal policy and the governance of security, the book demonstrates the centrality of harm, including its reduction, to crime, policy, and governance. It also highlights a substantial gap in methods available to the policy community to take on harm and the challenges of developing them. Working to fill that gap, the book presents the authors' "Harm Assessment Framework," consisting of tools and a process to identify, evaluate, and rank harms and to carefully distinguish between harms that result directly from activities and those that are remote or driven at least partially by policy. The book also presents applications to complex crimes, primarily involving coca and cocaine, that show the framework's value with new, actionable insight to harm and policy. On this basis, the book argues that criminology would benefit from expanding its mission to include harm and target harm reduction and from positioning harm assessment as a core task. Lastly, it posits that systematic, empirical harm-based policy analysis can contribute positively to decisions about criminal policy and the governance of security and to advancing justice.
