Book excerpt: Researchers and agencies collect reams of objective data and authors publish volumes of subjective prose in attempts to explain what is meant by environmental quality. Still, we have no universally recognized methods for combining our quantitative measures with our qualitative concepts of environ ment. Not all of our environmental goals should be reduced to mere numbers, but many of them can be; and without these quantitative terms, we have no way of defining our present position nor of selecting positions we wish to attain on any logically established scale of environmen tal values. Stated simply, in our zeal to measure our environment we often forget that masses of numbers describing a system are insufficient to understand it or to be used in selecting goals and priorities for expending our economic and human resources. Attempts at quantitatively describing environmental quality, rather than merely measuring different environmental variables, are relatively recent. This condensing of data into the optimum number of terms with maximum information content is a truly interdisciplinary challenge. When Oak Ridge National Laboratory initiated its Environmental Program in early 1970 under a grant from the National Science Foundation, the usefulness of environmental indicators in assessing the effects of technology was included as one of the initial areas for investigation. James L. Liverman, through his encouragement and firm belief that these indicators are indispensable if we are to resolve our complex environmental problems, deserves much of the credit for the publication of this book.

Book excerpt: Written and edited by an authoritative team of internationally known experts in environmental impact assessment (EIA), this is the first book to present in a coherent manner the theory and practice of EIA and strategic environmental assessment (SEA) follow-up. Without some form of follow-up, the consequences of impact assessments and the environmental outcomes of development projects will remain unknown. Assessing Impact examines both EIA follow-up and the emerging practice of SEA follow-up, and showcases follow-up procedures in various countries throughout Europe, North America and Australasia. Theoretical and legislative perspectives are examined in the light of detailed case study examples, and the authors present a micro-, macro- and meta scale analysis of EIA practice ranging from individual plan and project level through to the jurisdictional level, as well as an analysis of the concept of EIA. Full coverage is given to the roles of proponents, both private and governmental, EIA regulators and the affected public in designing and executing follow-up programmes. This book is the must-have tool for impact assessment professionals, academics, regulators and proponents working on projects of all scales in all jurisdictions.

Book excerpt: Since the first international conference on urban air quality, held at the University ofHertfordshire in 1996, significant advances have taken place in the field of urban air pollution. In addition to the scientific advances in the measurement, modelling and management of urban air quality, significant progress has been achieved in relation to the establishment of major frameworks to ensure a more effective mechanism for international collaboration. Two such frameworks are SATURN (Studying Atmospheric Pollution in Urban Areas) and TRAPOS (Optimisation of Modelling Methods for Traffic Pollution in Streets). In response to such advances, the second international conference was held at the Technical University of Madrid in March 1999 with active participation of SATURN and TRAPOS investigators. The organisation of the conference was headed by the Institute of Physics in collaboration with the Technical University of Madrid and the University of Hertfordshire. The support of IUAPPA and AWMA ensured a truly worldwide promotion and participation. The meeting attracted 140 scientists from 26 different countries establishing it as a major forum for exchanging and discussing the latest research fmdings in this field.

Book excerpt: This book was initiated while the three major authors were at the Development Centre of Organisation for Economic Cooperation and Development (OECD) in Paris, working on its program on economic growth, trade, and sustainability. We wish to thank the OECD Development Centre for its support. The book was completed during summer 2001 at the Center for Agricultural and Rural Development (CARD) at Iowa State University. We appreciate the resources and financial support CARD provided for publication of this work. Sandra Clarke provided technical editing of the manuscripts and oversaw the indexing of the book; Becky Olson prepared the camera-ready copy of the final manuscript. We thank them for their instrumental help in these last steps. Part of the work presented in this volume previously appeared in some form in journals. The analysis of Chile presented in Chapter 6 appeared as “Growth, Trade, Pollution and Natural-Resource Use in Chile. Evidence from an Economywide Model,” Agricultural Economics 19(1998): 87-97; and as “Trade Integration, Environmental Degradation, and Public Health in Chile: Assessing the Linkages,” Environment and Development Economics, in press. The work on Costa Rica and Indonesia summarised in Chapter 10 appeared as “Is There a Trade-off Between Trade Liberalisation and Pollution Abatement in Costa Rica? A Computable General Equilibrium Assessment,” Journal of Policy Modeling 20(1): 11-31; and as “The Environment and Welfare Implications of Trade and Tax Policy,” Journal of Development Economics 52(1997): 65-82.

Book excerpt: Many people believe that environmental regulation has passed a point of diminishing returns: the quick fixes have been achieved and the main sources of pollution are shifting from large "point sources" to more diffuse sources that are more difficult and expensive to regulate. The political climate has also changed in the United States since the 1970s in ways that provide impetus to seek alternatives to regulation. This book examines the potential of some of these "new tools" that emphasize education, information, and voluntary measures. Contributors summarize what we know about the effectiveness of these tools, both individually and in combination with regulatory and economic policy instruments. They also extract practical lessons from this knowledge and consider what is needed to make these tools more effective. The book will be of interest to environmental policy practitioners and to researchers and students concerned with applying social and behavioral sciences knowledge to improve environmental quality.
