The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Book excerpt: Answers the calls of grassroots communities pressing for integration and increased education funding with a complete rethinking of school discipline In the era of zero tolerance, we are flooded with stories about schools issuing draconian punishments for relatively innocent behavior. One student was suspended for chewing a Pop-Tart into the shape of a gun. Another was expelled for cursing on social media from home. Suspension and expulsion rates have doubled over the past three decades as zero tolerance policies have become the normal response to a host of minor infractions that extend well beyond just drugs and weapons. Students from all demographic groups have suffered, but minority and special needs students have suffered the most. On average, middle and high schools suspend one out of four African American students at least once a year. The effects of these policies are devastating. Just one suspension in the ninth grade doubles the likelihood that a student will drop out. Fifty percent of students who drop out are subsequently unemployed. Eighty percent of prisoners are high school drop outs. The risks associated with suspension and expulsion are so high that, as a practical matter, they amount to educational death penalties, not behavioral correction tools. Most important, punitive discipline policies undermine the quality of education that innocent bystanders receive as well—the exact opposite of what schools intend. Derek Black, a former attorney with the Lawyers’ Committee for Civil Rights Under Law, weaves stories about individual students, lessons from social science, and the outcomes of courts cases to unearth a shockingly irrational system of punishment. While schools and legislatures have proven unable and unwilling to amend their failing policies, Ending Zero Tolerance argues for constitutional protections to check abuses in school discipline and lays out theories by which courts should re-engage to enforce students’ rights and support broader reforms.

It is based on my experiences as a Christian educator, youth counselor and pastor. Through personal witness of African-American youths, I have experienced first-hand and swallowed the bitter pill of poverty, violence, victimization and homicide. African-American youth(s) are statistically the greatest perpetrators of crime in the communities, and the lowest academic achievers. It is my hope to create a greater community-wide awareness at a time when society will see black youth(s) beyond the playing field and look for the real role models in their respective communities such as; teachers, pastors, mothers, fathers, and grandparents. In my book, I will place greater emphasis on the role of parenting and education in influencing youth(s) to partake in activities which will hone their abilities and create positive outlooks on life. The active involvement of various organizations, schools and individuals could hasten the achievement of these goals; for unity leads to revolutionary reform. Interpersonal violence has a dramatic impact on the health of American youth(s). Homicides, the salient and easily measured impact, account for one of every five deaths among youths, ages fifteen to twenty-four and 58 per cent of deaths among black males fifteen to nineteen. From 1985 through 1990, firearm homicide rates increased 141 per cent for all fifteen-to-nineteen year olds and nearly tripled among black males in this age group. Positive Adolescent Choices Training (P.A.C.T.) designed specifically for African-American male and female adolescents, applies cognitive training methods in small group settings in six skill areas. Elementary school teachers (preferably), select students for participation based on social skill deficiencies, problems with aggressive behavior, or history of victimization. Training is provided twice a week in fifty minute sessions for half of the school year. PACT volunteers will facilitate the training and are aided by a high-quality video tape that demonstrates the skills in realistic situations.
