But for many black farmers it was more often than not a losing struggle. Enforcement of civil rights in the 1950s-60s removed many overt discriminatory barriers, although by that time increased technology had significantly reduced the demand for farmers in agricultural production. He exposes the shameful fact that at the very moment civil rights laws promised to end discrimination, hundreds of thousands of black farmers lost their hold on the land as they were denied loans, information, and access to the programs essential to survival in a capital-intensive farm structure. More than a matter of neglect of these farmers and their rights, this "passive nullification" consisted of a blizzard of bureaucratic obfuscation, blatant acts of discrimination and cronyism, violence, and intimidation. Agriculture, a key industry for those southern blacks trying to forge an independent existence, was not immune to the touch of racism, prejudice, and inequality. In "Reaping a Greater Harvest," Debra Reid deftly spotlights the hierarchies of race, class, and gender within the extension service. Black farmers were excluded from cooperative demonstration work in Texas until the Smith-Lever Agricultural Extension act in 1914. However, the resulting Negro Division included a complicated bureaucracy of African American agents who reported to white officials, were supervised by black administrators, and served black farmers. The now-measurable successes of these African American farmers exacerbated racial tensions and led to pressure on agents to maintain the status quo. The bureau that was meant to ensure equality instead became another tool for systematic discrimination and maintenance of the white-dominated southern landscape. Historians of race, gender, and class have joined agricultural historians in roundly praising Reid's work.

From 1920 until the end of the century, the story of black farming was one of constant decline. This decline was the product of two main forces. Shifting federal agricultural policies encouraged labor saving technologies and mass production, both of which made it increasingly difficult to survive as a small farmer. In addition, black farmers had to navigate endemic and penetrating racial discrimination at county, state and federal offices of the U.S. Department of Agriculture (USDA). As the twentieth century neared its end, black farmers decided to organize and seek redress from the USDA. By demonstrating that the farmers' activism in the 1990s was connected to the activism of the popular civil rights movement in the 1950s and 1960s, this thesis presents two fundamental challenges to the historiography of civil rights in America. First, it contends the movement did not die in 1968, as many historians have argued, but instead, it shows the movement was still a force at the century's close. Second, it challenges the movement's urban-centric narrative by showing the movement had significant rural components as well.

One of its most compelling stories is the New Farmers of America (NFA), which was a national organization of Black farm boys studying vocational agriculture in the public schools throughout 18 states in the eastern and southern United States from 1927 to 1965. The organization was started at the suggestion of Dr. H.O. Sargent, federal agent for agricultural education for Blacks, who felt the time was ripe for an organization of Black agricultural students. Operating within the auspices of the Separate but Equal Doctrine, the NFA started at Virginia State University in May 1927 with a few chapters and members and concluded in 1965 with more than 1,000 chapters and more than 58,000 active members, merging with the Future Farmers of America (FFA) as a result of the Civil Rights Act of 1964.
