They then consider the effect of capital ratios on lending using a variant of Lown and Morgan's VAR model, and again find modest effects of bank capital ratio changes on lending. While each individual component of the India Stack is important, we argue that its key overarching feature is a foundational approach of providing extensive public infrastructures and standards that generates important synergies across the layers of the Stack. Until recently, a large share of India’s population lacked access to formal banking services and was largely reliant on cash for financial transactions. The expansion of mobile-based financial services that enable simple and convenient ways to save and conduct financial transactions has provided a novel alternative for expanding the financial net. The Stack’s improved digital infrastructures have already allowed for a rapid increase in the use of digital payments and the entry of a range of competitors including fintech and bigtech firms.

It finds significant benefits to economic growth from financial inclusion, but the benefits diminish as financial inclusion and depth become large. Broadening access to credit can compromise economic and bank stability in countries with weak bank supervision. Other forms of financial inclusion—such as access to and use of bank accounts, branches, and ATMs—do not hurt stability, and can be promoted extensively. The note finds that gaps in financial inclusion are associated with economic inequality, but the association appears relatively weak.

Book excerpt: This report on the government fund to support private sector jobs and growth in places that rely on the public sector, the Regional Growth Fund, finds that the initial £1.4 billion investment could result in some 41,000 more full-time-equivalent private sector jobs in the economy than without the Fund. However, there was scope to have generated more jobs relative to the amount of grant awarded. The Fund has not optimised value for money because a significant proportion of the funds were allocated to projects that offer relatively few jobs for the money invested. The report concludes that applying tighter controls over the value for money offered by individual bids and then allocating funding across more bidding rounds could have created thousands more jobs from the same resources. Rigorous evaluation will be required to quantify precisely the Fund's overall employment impact. More than two thirds (28,000) of the 41,000 additional jobs are expected to be delivered indirectly, for example through knock-on effects in companies' supply chains or the wider economy. The average project will last at least seven years. However, it is not clear how much of the Fund's boost to the private sector will be sustained in the longer term. It has also taken longer than expected to turn conditional offers of grants for projects into final offers. Therefore, despite the government's intention to get projects up and running quickly, only around a third have so far received final offers of funding

Research Councils UK will establish a principles-based framework for the treatment and submission of multi-institutional funding bids. Also the Government will continue to look for other ways to encourage more relationships between universities and business and will work with NESTA to establish a price centre to run, design and facilitate new inducement prices. The Government has also commissioned independent groups of academics and publishers to review the availability of published research, and to develop action plans for making this freely available. It will also create an Open Data Institute to develop semantic web technologies.
