In 1973, for instance, the UK Systematics Association held a symposium on 'The Changing Flora and Fauna of Britain' which concluded that not enough attention was being paid to the conservation of rarities, a conclusion also reached, said the symposium, at a meeting of the Linnaean Society some forty years earlier. By 1980, the Global 2000 Report to the President published by the US Council on Environmental Quality starkly warned of a diminution of up to one-fifth of all species by the turn of the century, and there is now a growing consensus that the world faces a 'biodiversity crisis' - a potentially catastrophic global loss of genetic, ecosystem, and, most obviously, species diversity. Indeed, especially since the UN Convention on Biological Diversity was promulgated in Rio de Janeiro in 1992, conserving biodiversity has become the principal focus of the global conservation movement. Since then, over 160 countries have ratified the Convention, three Conferences of the Parties have taken place and a permanent secretariat has been established. Despite this, there remains a lot of uncertainty and even more controversy about what the Convention was intended to accomplish and how it was to do so. This book, published in association with the IUCN - The World Conservation Union, sets out to answer some of these questions by recounting the history of the movements leading up to the Convention, but especially by analysing the forces giving rise to the problem. It provides a specific set of policy prescriptions intended to facilitate the development of institutions and obligations within the international community which will give real effect to the aspirations of the Convention, and the ensure that it has some real effect at ground level. The author begins with an overview of the issues and then develops the basic nature of the problems within a bio-economic framework. However, this book is entirely unique in its treatment of the topic. It is unique in its meticulously crafted, scientifically informed, philosophical examination of the norms and values that are at the heart of discussions about biodiversity. And it is unique in its point of view, which is the first to comprehensively challenge prevailing views about biodiversity and its value. According to those dominant views, biodiversity is an extremely good thing – so good that it has become the emblem of natural value. The book's broader purpose is to use biodiversity as a lens through which to view the nature of natural value. It first examines, on their own terms, the arguments for why biodiversity is supposed to be a good thing. This discussion cuts a very broad and detailed swath through the scientific, economic, and environmental literature. It finds all these arguments to be seriously wanting. Worse, these arguments appear to have consequences that should dismay and perplex most environmentalists. The book then turns to a deeper analysis of these failures and suggests that they result from posing value questions from within a framework that is inappropriate for nature's value.
