Book excerpt: In the past 30 years, a large and growing number of students in U.S. schools have come from homes in which the language background is other than English. These students present unique challenges for America's education system. Based on Improving Schooling for Language-Minority Children, a comprehensive study published in 1997, this book summarizes for teachers and education policymakers what has been learned over the past three decades about educating such students. It discusses a broad range of educational issues: how students learn a second language; how reading and writing skills develop in the first and second languages; how information on specific subjects (for example, biology) is stored and learned and the implications for second-language learners; how social and motivational factors affect learning for English-language learners; how the English proficiency and subject matter knowledge of English-language learners are assessed; and what is known about the attributes of effective schools and classrooms that serve English-language learners.

Available in PDF, EPUB and Kindle. Book excerpt: The background, methodology, and results of the Children's English and Services Study, a national investigation of educational needs and services of language minority students of limited English proficiency, are reported. This volume provides information on educational needs and services for the target population, while an earlier volume reports that estimated numbers of limited English proficient students between the ages of 5 and 14. A test of English skills was constructed to establish limited English proficiency and criteria were formulated to define minimum acceptable services for language minority students. Characteristics of instruction for limited English proficient students, the proportion of the target population receiving bilingual or other special language services, the extent to which criteria were met by available services, and the unmet educational needs of language minority children are reported. Among the findings, it was concluded that (1) one third of all limited English proficient children are served by some form of special language instruction, (2) federal and state support is effectively targeted on those most in need, and (3) the types of bilingual education provided though government support do not focus on language maintenance. Included in the appendices are a discussion of survey design and data collection, the pupil survey questionnaire, and an executive summary of the first volume. (RW)

Book excerpt: This handbook, designed for classroom teachers, administrators, and parents of limited-English-proficient (LEP) children, describes aspects of successful bilingual education program design. In general, the handbook's focus is on school settings with large numbers of LEP students. Chapter 1 reviews research findings on effective program design and provides illustrations from California schools which use content-based curriculum in the home language. The second chapter examines bilingual program content by subject area, and describes how the requirements of the core curriculum interact with the special needs of the LEP student. Chapter 3 details one possible organizing scheme for large-scale bilingual programs, i.e., the transitional bilingual education program, and focuses on key questions in classroom-level planning. In the fourth chapter, essential elements for effective program support are discussed, including a staff of trained professionals who believe in and act on the assumption that every student can do well in school, and appropriate instructional materials, parental involvement, and periodic program evaluation. The final chapter reviews the key elements of program design and provides a checklist for planners. (MSE)
