The following are among the topics discussed in parts 1-5: (1) funding mechanisms for training (trends in the French economy; trends in employment and training policy; collective agreements; laws/decrees and the Labour Code; public authorities; joint sectoral bodies); (2) IVT (sources of funds for IVT at schools, apprenticeship, alternance training contracts, and vocational training trainees; resource distribution mechanism; outlook); (3) sources of funding for CVT and distribution of resources for funding the training of private-sector employees and civil servants; (4) funding of training for job seekers and distribution of the training funds through role sharing between the central government and regions and through partnerships between the social partners, the government, and the regions; and (5) the future of VET funding. Culpepper explains the successes and failures of human capital reforms adopted by the French and German governments in the 1990s. Employers and employees both stand to gain from corporate investment in worker skills, but uncertainty and mutual distrust among companies doom many policy initiatives to failure. Higher skills benefit society as a whole, so national governments want to foster them. However, business firms often will not invest in training that makes their workers more attractive to other employers, even though they would prefer having better-skilled workers.Culpepper sees in European training programs a challenge typical of contemporary problems of public policy: success increasingly depends on the ability of governments to convince private actors to cooperate with each other. In the United States as in Europe, he argues, policy-makers can achieve this goal only by incorporating the insights of private information into public policy. Culpepper demonstrates that the lessons of decentralized cooperation extend to industrial and environmental policies. In the final chapter, he examines regional innovation programs in the United Kingdom and the clean-up of the Chesapeake Bay in the United States—a domestic problem that required the coordination of disparate agencies and stakeholders.

Book excerpt: The national and European-level studies of the factors that ensure the success of young people's vocational integration and that offer protection against unemployment were reviewed. The research established that, in most national statistical reports, information on the occupational progress of school-leavers and those emerging from initial training was sparse. It was concluded that, although national statistics and surveys could be used to supplement and explain some of the findings of European surveys, any attempts to use national statistics gathered in the various European countries for purposes of comparison should proceed with caution. Networks currently working in the field of transition at the European level were encouraged to publish their data so as to optimize the use of research work. It was further recommended that the process of conducting comparative studies of the factors ensuring successful transition from the educational system into the labor market begin with prioritization of the large number of themes currently being tackled in national publications.
