Book excerpt: Excerpt from The Business of Government in the State of California If a man in business is successful his family and trade associates benefit, and, if he is the right kind of a man, his community-also; if he fails, then only he, his family and his creditors are directly affected, and, in a long sense, the community, too, perhaps, in not receiving that which might have been given to it under a' happier circumstance. But in, any event, the result is not widespread. Nor is it much greater in the case of a corporation, no matter how large. Government Affects All The, situation is distinctly different, however, when it comes to the opera tions of a government. All the people are concerned. Such an institution does not engage in the business of government for the purpose of earning money for itself, but - Socialism to the contrary notwithstanding - to bring about and maintain conditions so that the people who compose it may, among other things, earn money for themselves. Thus its universal power to aid or harm. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: David Stockman, Ronald Reagan's budget director, proclaimed the Small Business Administration a "billion-dollar waste—a rathole," and set out to abolish the agency. His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

Book excerpt: Excerpt from Years of Plunder: A Financial Chronicle of Our Times Before this the government had been largely in the hands of Big Business. Convinced of its righteousness, honestly enough, it set out to mold the social and eco nomic order in its own image and, to a large extent, it succeeded. Despite the growing rumblings of discon tent, despite the opposition of such a formidable force as the first Roosevelt, it succeeded on the whole in mak ing the rich richer, whether or not it made the poor poorer. The American people and Congress sought advice and counsel from recognized leaders of thought and industry. J. Ogden Armour was among those whose Opinions and beliefs were most eagerly sought after during the period of discussion of war measures. He responded by discussing the business problems of the war in signed articles in various of the nation's leading magazines and in the public press The authority with which he spoke compelled attention and his views were found to be sound. With prophetic vision, he advocated many Of the remedial measures afterwards adopted by the govern ment to meet war problems. His ideas were reflected in the government's efforts to encourage production, to improve distribution, to foster cold storages, to prevent waste in the home, and in the guaranteeing of prices for staple commodities, the licensing of big food purveyors and organization of the retailers for the purpose of reducing prices. The demand for Mr. Armour's writings on the Business Problems of the War has been so large that his principal articles have been gathered together in this book. The editor. Book excerpt: Excerpt from Revitalizing Large Companies Usually, change is seen by senior managers as an Opportunity as well as a threat a way to make more money for the company and for themselves, too. When Mike Harper left Pillsbury to take charge of gonagra, he saw an Opportunity to rebuild a virtually bankrupt company into a profitable, growing enterprise once again. Bob Charpie felt this same sense of Opportunity when he left Bell Howell to become ceo of Cabot Corporation. Through stock ownership, both executives stood to gain personally by improving their companies' performance, and they made sure that other managers had the potential for long-term personal gain as well.8 The will to change is strongest when both positive and negative incentives the carrot and stick work together in the same direction. Book excerpt: Excerpt from The Citizen's Part in Government A large part Of mankind still regard govern ment as something quite apart from the main business Of life - something which is undoubtedly necessary to enable them to attend to their busi ness, but only incidental or accessory to it. They plough and sow and harvest; they manufacture and buy and sell; they practise the professions and the arts; they write and preach; they work and they play, under a subconscious impression that government is something outside all this real busi ness - a function to be performed by some one else with whom they have little or no concern, as the janitor of an apartment house, whom somebody or other has hired to keep out thieves and keep the furnace running. In reality, government is an essential part in every act of all this wide range Of human activity. If it is bad, ruin comes.
