Book excerpt: In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.

Bhutan represents a political system which coalesces the rhetorical acquiescence of democracy with illiberal authoritarian attributes under the former royalist shadow. Royal democracy is a myth and only paints the frontage of democracy. The smokescreen of this kind of authoritarian regime is not yet democracy but is instead a new form of semi-authoritarian rule. The political reforms in Bhutan were orchestrated by the “traditional regime and elites in a traditional society” as a tightly controlled, top-down process without devolution of power outside the regime. Royal Democracy can best be understood as an attempt to construct a political regime that impersonates democratic institutions but works outside the logic of political representation and seeks to repress any vestige of genuine political pluralism. Exploring the authoritarian logic behind the democratic rhetoric is especially important for Bhutan, which is today glorified by the UN as “The Mecca of Gross National Happiness” and depicted by many as a model of top down democracy on popular media and in academia. Holding State controlled elections alone does not create a cure for deeper political, economic, and social predicaments besetting Bhutan and does not create a solid foundation for democratic transition. The glitter of royal, semi-authoritarian democracy is a “Jigmecracy,” an old Jigme’s system with new labels, a classic case of transition from a traditional regime in a traditional society.

Book excerpt: June 1995 Although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. Special strategies are needed to address the widespread incidence of rural poverty in developing countries, but initiatives aimed at improving the rural standard of living have not consistently reduced poverty. Parker examines the rationale for a specific rural focus in poverty reduction programs and reviews recent attempts to encourage rural development. He discusses the role decentralization could play in rural development programs and analyzes recent efforts to implement decentralized rural development programs. Parker concludes that although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. He suggests a conceptual model--based on a soufflé theory of decentralization--that incorporates the essential elements of political, fiscal, and institutional decentralization as they relate to rural development outcomes. Like a soufflé that requires just the right combination of milk, eggs, and heat to rise, a successful program of decentralization must include just the right combination of political, fiscal, and institutional elements to improve rural development outcomes. This paper--a product of the Sector Policy and Water Resources Division, Agriculture and Natural Resources Department--is part of a larger effort in the department to develop a new strategy for rural development.
